The proposals to develope welfare foundations established by churches based on the results of this study can be summarized as follows. First, there is a need to run a comprehensive welfare service for the people with disability through building case management system. Second, development and establishment of professional rehabilitation service for the people with disability through case management should be realized. Third, strengthening the surrounding support system including the family of the people with disability through providing support for informal relationship network is necessary. Fourth, lifelong education for the people with disability should be expanded. Fifth, there is a need for the development and expansion of volunteer activities. Sixth, productive and independent job creation for the people with disability is needed. Seventh, it is necessary to bring out measures to resolve knowledgebased information gap. To realize the above measures the foremost role that the christian welfare foundations should carry out are as follows. First, more intimate and truthful exchange and cooperation with professionals in rapidly changing field of welfare practice for the people wit disability, rehabilitation therapy, and education should be formed. Second, support in high level of intensive joint studies in welfare practice for the people with disability should be reinforced. Third, a network should be built in order to find the approach that closely links and adjusts ‘social welfare-rehabilitation-therapy-special education’. Fourth, an effort should be made in creating studies and creative strategic businesses through strengthening specialist’s expertise. Fifth, programs that assist for the success of welfare system for the people with disability, which are carried out in the public sector through the cooperation of the central government and Seongnam City, should be developed.

성남시는 장애인복지에 관심이 많은 대형교회가 다른 지역에 비해 많으며, 이에 따라 지역 장애인복지 발전을 위해 교회가 설립한 사회복지재단의 역할과 기능을 효율적으로 정립하는 것이 요구된다. 본 연구에서는 성남시의 복지자원분석을 토대로, 사회복지서비스 전달의 대안으로 대두되고 있는 사례관리의 측면에서 성남지역의 기독교사회복지재단의 역할을 장애인 대상 사례관리 체제 구축을 통한 종합적인 장애인복지서비스 운영, 비공식 관계망에 대한 지원, 장애인 평생교육 확대, 생산적이고 독립적인 장애인 일자리 창출, 장애인들의 지식정보격차 해소 등으로 제시하였다. 이상의 방안을 실현하기 위해 우선적으로 추진해야 할 전략으로는, 수준 높은장애인복지실천에대한심도있는 공동연구와 지원,‘ 사회복지 -재활 -치료 -특수교육’의 연계망 구축, 중앙정부 및 성남시와 협력하여 공공분야에서 추진하는 장애인복지제도가 성공적으로 실행되도록 돕는 사업 개발 등을 제언하였다.
