The purpose of this study is to critically review Japan Christian Social Welfare's current status of the past half a century with theological and welfare philosophical perspective, and identifying future assignment of christian social welfare. Japan christian social welfare during the Meiji period, Taisho period was the leader of social reformation. Secular society was challenged, and social work expanded with clear values of christian faith. Since then, in the postwar period a in the middle of secular welfare administration called a welfare state, uniformed welfare facilities and practice continually came in to existence in various places indiscriminately. The birth of welfare state such as this is an inevitable development from the whole social welfare history and the fact that it standardized the service should be given credit for. However, from the side of religiousness and spirituality of christian social welfare it could be said that the ideology has been reduced or formalized. In result, most of christian social welfare corporation have lost it's own innate details aside from the ideology. Thus, it could be said that tension relationship between nation and christian welfare practice has mostly disappeared in today's social welfare practice. This is joint relationship in positively put but if ironically put, christian welfare practice is assimilated into nation. In situations like this, discussion of christian social welfare with global point of view is necessary.

본 논문의 목적은 지난 반세기의 일본 기독교사회복지의 현황을 신학적, 복지철학적인 관점에서 비판적으로 고찰하고, 이를 통해 향후 기독교사회복지의 과제에 대해 알아보는 것이다. 메이지(明治)기, 다이쇼(大正)기의 일본 기독교사회복지는 사회변혁의 기수로서, 세속 사회에 도전하며, 기독교 신앙의 명확한 가치를 걸고 사회사업을 전개하였다. 이후, 전후(postwar period) 시기에는 복지국가라고 하는 세속적 복지행정의 체계 가운데, 일률적으로 균등한 복지시설, 실천이 각지에서 잇달아 생겨났다. 이러한 복지국가의 탄생은 사회복지역사 전체에서 보면 필연적인 전개이며, 복지서비스의 표준화라는 점에서 환영 받아야 한다. 하지만 기독교사회복지의 종교성과 영성의 면에서는 이념을 축소화 내지는 형식화시킨 것이라 할 수 있다. 결과적으로 대부분의 기독교 주의적 사회복지법인은 그 이념과는 별도로, 실질적으로 독자적인 고유의 내용을 망각하게 된 것이다. 이렇듯 오늘날의 사회복지실천에서는 국가와 기독교복지 실천의 긴장관계가 거의 없어졌다고 할 수 있다. 이는 좋은 의미로서 공동관계(共同關係), 반어적인 의미로 국가에게 기독교복지실천이 흡수된 이미지다. 현 시대는 사회복지문제가 국경을 초월해서 세계규모로 연결되어 가고 있다. 이러한 상황에서 전지구적(global) 시각을 가지고 기독교사회복지를 논의하는 것이 필요하다.
