Legal framework of supporting policies for the one-parent families has been changing from "Supporting Act for Mother-Child Families" to "Supporting Act for Mother-Child & Father-Child Families" and to "Supporting Act for One-Parent Families" in Korea. This study aims at analyzing the relationship between the changes of names of the acts and beneficiaries of supports in the four periods - i.e. (1) pre-"Supporting Act for Mother-Child Families" period(before 1989), (2) "Supporting Act for Mother-Child Families" period(1989-2001), (3) "Supporting Act for Mother-Child & Father-Child Families" period(2002-2006) and (4) "Supporting Act for One-Parent Families" period(since 2007). In view of the types of the beneficiaries, the number of one-parent families are increasing but they are 7-9 % of the total families. In terms of causes, ‘death of spouse’ is decreasing and ‘divorce’ is increasing. Categories of beneficiaries have been expanding from poor widows to mother-child families, to father-child families, and to grandparent-grandchild families(since "Supporting Act for One-Parent Families"). In reality, major beneficiaries has been poor mother-child families, although father-children families are increasing since the start of suppporting in 1995 under the Supporting Act for Mother-Child Families.

우리나라 한부모가족 지원정책은 법제의 변천이란 측면에서 볼 때, 모자복지법에서 모부자복지법으로 다시 한부모가족지원법으로 변화해 왔다. 본 연구에서는 한부모가족 지원정책을 모자복지법 이전 시기(1989년 이전), 모자복지법 시기(1989-2002), 모부자복지법 시기(2003-2007), 한부모가족지원법 시기(2008년- ) 등 네 시기로 나누어, 법제의 변천이 대상자 범위 및 실제 수급대상자와 어떻게 관련되는지를 분석해 보고자 한다. 우선, 한부모가족의 규모 및 유형을 살펴보니, 한부모가족의 규모가 다소 증가하고 있으나 전체 가구의 7-9% 정도를 차지하고 그 원인에 있어서는 사별이 감소하고 이혼이 급증하고
있다. 한편, 수급대상자의 범위가 모자가족에서 시작되어, 부자가족까지 포함되다가, 조손가족까지 확대되었는데, 이는 여성에 대한 보호주의적 입장에서 양성평등주의적 입장으로 변화한 것이라 볼 수 있다. 그러나 한부모가족 지원정책의 실제 수급대상자의 추이를 살펴보니 모자복지법 하에서 부자가족을 지원하기 시작한 1995년 이후에 부자가족이 차지하는 비중이 지속적으로 증가하고 있기는 하나, 빈곤 모자가족이 계속해서 한부모가족 지원정책의 주 수급대상자이다.
