This study was carried out to improve the quality of life for the elderly who lives alone in the farming and fishing communities in Jeollanamdo. In addition to this purpose, to contrive as a preliminary data for policy, a survey about the living conditions and social welfare needs was conducted targeting 292 elders. As the results, it was founded that they tended to get aging and to become increasingly feminized. Most of them depended on public assistance and were in bad states of health. A lot of them lived traditional inconvenient house but they satisfied their living environment. Mostly they spent much time in watching T.V. and were not so contented with their everyday life. Lots of them took advantage of services providing free food. The service they wanted first was the help of care-givers, and first of all they needed jobs and income securities. From these results, it was suggested that the policy for the aged who live alone in the farming and fishing communities should focus on domiciliary care by supporting housework or nursing in home or improvement of housing and traffic environment.

본 연구는 전남 지역 농ㆍ어촌 독거노인의 삶의 질을 향상시키고 정책 수립의 기초자료로 사용하고자 292명의 독거노인을 대상으로 생활실태와 복지서비스 요구를 설문조사하였다. 그 결과 독거노인의 고령화와 여성화 경향이 크게 나타났고 경제적으로는 공적 부조에 의존하고 있으며 건강 상태는 대부분 좋지 못한 것으로 나타났다. 대부분 재래식 단독주택에 거주하였으나 현재 주거에 만족하였으며, 여가생활은 T.V시청과 라디오 청취가 대부분이었다. 생활만족도는 생활에 활기나 보람이 없다고 응답한 비율이 높았다. 가장 많이 이용하는 사회복지 서비스는 무료 급식이었고, 가장 이용하고 싶어 하는 것은 방문요양서비스, 가장 필요로 하는 것은 소득보장과 일자리 지원이었다. 이런 결과로 볼 때 농어촌 노인의 삶의 질을 높이기 위해서는 자신의 집에서 자립해서 생활할 수 있도록 농어촌 지역 특성을 살려 일자리를 창출하고 가정 간호, 가사 지원, 주거 개선, 교통 환경 개선 등의 재가복지를 위한 서비스를 제공하는 것이 바람직하다고 볼 수 있다.
