The investigation is the most important role and activity among many functions of police. To remove causes of weakening investigation ability and to reinforce investigation capacity, Korean national police began to operate "Investigation Police Specialty System" in 2005. After six-years operation, however, it shows that the capacity of investigation has not improved. Since the operation of "Investigation Police Specialty System", the arrest-ratio has declined and people's satisfaction about police service has not improved. These facts show that the "Investigation Police Specialty System" in Korea does not contributed to the improvement of investigation capacity of police as good as we had expected. In line with these perspectives, this research try to find out determinants on effective operation of "Investigation Police Specialty System", through analyzing the police's investigation system or organizational structure in both France and Germany as the Continental Law-Influenced countries and Japan as mixed type country between Continental Law and Anglo-American Law. As a result, this study provides some alternative suggestions to solve organizational or managerial problems related to the investigation police specialty system. In addition, the significance of this study presents an important source for the development of further research on the effectiveness of investigation police specialty system in Korea.

우리나라 수사경찰의 전문성을 제고하고 나아가서 경찰수사 역량을 증진하고자 수사경과제를 도입․시행한 지도 벌써 6년이 지났다. 한편 수사경과제 운영성과와 관련하여 학계 및 전문가의 엄정하고도 객관적인 평가결과를 보면, 대체로 기대했던 수사역량의 개선효과는 그다지 크지 않은 것으로 나타났다. 이에 본 연구는 경찰의 독자적인 수사주체성 강화 및 수사시스템의 선진화 등을 구축하는데 기여하고자, 외국사례 분석을 중심으로 우리나라 수사경찰 운영상 문제점 및 개선방안을 모색할 것이다. 즉 대륙법계 국가인 프랑스 및 독일 그리고 영미법계와 대륙법계의 절충형인 일본 등과의 벤치마킹 차원에서 수사경찰 조직체계, 경찰서 조직의 수사체계, 수사경찰 운영실태 등을 우리나라와 비교․분석함으로써, 우리나라 수사경찰 운영 및 관리상의 문제점 해결방안을 제안하고자 한다.
