organization of developing local cultural policies and local governments since the rise of decentralization system. This study analyzed the perceptive differences on the role factor in consistent development and mutual prosperity between the local cultural foundations and local artists; local cultural foundations has been considered as main agencies of enforcing new local cultural policies, while local artists have taken a role in performing local arts.
The purpose of perception gap analysis focused on the two subjects; there areperceptive differences in local culture such as local size, scale, and characteristics. The second subject is that there are differentiated role and business in multi-regional and local cultural foundations. This study suggested the local cultural foundations' developing roles as enforcing local cultural policies. This research also studied the proper roles of local cultural foundations for developing local culture.

한국의 지역문화재단은 지역분권을 통한 지역문화분권의 대두로 각 지자체 별 새로운 지역문화정책과 지역문화발전을 위한 실행기구로서 10여년 전부터 설립되어지기 시작하였다.
본 연구는 지역의 새로운 문화예술정책 집행로 인식되고 있는 지역문화재단과 지역의 문화예술 수행자로서 역할을 하고 있는 지역예술인 간의 ‘지역문화’와 ‘지역문화재단’의 상호 발전을 위한 역할요인에 대해 두 집단 간의 인식차이 분석을 실시하였다. 인식차이 분석 연구는 “지역별 크기 및 규모, 지역성 등 지역문화에 대한 인식차이와 광역과 기초자치 지역문화재단의 차별화된 역할과 사업의 차이가 있다”는 논제를 뒷받침하기 위한 목적을 두고 실시하였다. 연구목적의 결과를 통해 지역문화재단의 지역문화집행자로서의 발전역할을 제시하고 각 지역문화의 발전에 적합한 지역문화재단의 역할요인을 연구하였다.
