The family consisting of grandparents and grandchildren has been steadily increasing
as starting the mid-1990s economic crisis(IMF). The family was born on the basis of
negative reasons as divorce, financial ruin, death, etc. Many of them are at a poverty
status. So grandparent-grandchildren family need a separate social services. But current
social welfare services can not fill needs of them. Therefore a more professional and
systematic consulting of social welfare services is needed.
This study has identified the actual poverty conditions of grandparent-grandchildren
family and recognized the importance of social welfare services. And focused on the
necessity of consulting.
Also this study were examined the challenges of poverty and parenting stress facing
them Currently through a survey. And it investigated the importance of social welfare
services through the literature study.
Results obtained through this survey are as follows:
The first, about 90% of them were going through the poverty. Second, they who live
in underserved areas do not receive high-quality social services and was provided the
smaller social welfare services only. Finally, the results show the need of social welfare
service consulting for grandparent-grandchildren family facing the poverty.

조부모와 손자·녀로 구성된 조손가족은 1990년대 중반 경제위기(IMF)를 기점으로 꾸준히
증가하고 있다. 이 가족의 탄생은 조부모 자녀의, 손·자녀 부모의 이혼, 경제적 파탄, 죽음 등
과 같은 부정적 이유에 근거하며, 조손가족 상당수가 빈곤 상태에 처해 있다. 따라서 조손가
족에게는 별도의 사회복지서비스가 필요하며, 현재의 사회복지서비스로는 조손가족의 욕구를
채워줄 수 없으므로 좀 더 전문적이고 체계적인 컨설팅이 필요하다. 본 연구는 조손가족의
빈곤 실태를 규명하고 그에 따른 사회복지서비스의 중요성과 사회복지서비스 컨설팅의 필요
성을 알아보는데 초점을 맞추었다. 이를 위해 본 연구에서는 조손가족 대상 설문조사를 통해
조손가족의 실태를 조사하여 빈곤의 정도를 파악하고 사회복지서비스의 중요성과 관련된 항
목을 문헌연구를 통해 알아보았다. 이를 통해 얻어진 조사결과는 다음과 같다.
첫째, 설문에 응한 조손가족의 90%정도가 빈곤상태에 있는 것으로 나타났다. 둘째, 조손가
족은 제대로 된 사회복지서비스를 받지 못하는 것으로 나타났으며, 낙후된 지역에 거주하는
조손가족은 그 정도가 더 심하였다. 마지막으로 사회복지서비스 필요성을 규명한 결과, 조손
가족은 연구에 사용된 항목 모두 지원에 대한 기대를 가지고 있는 것으로 파악되었다.
본 연구의 이론적 의의는 기존 국내의 조손가족 연구 중 상대적으로 조부모 대상 연구가
부족한 현시점에서 조손가족의 실태를 조사하고, 빈곤의 정도를 파악하며 사회복지서비스의
필요성의 규명을 시도하여 조손가족 대상 사회복지서비스 필요성의 근거를 제시한 것이다.
실무적으로 사회복지서비스가 빈곤한 조손가족에게 직접적인 도움이 된다는 점을 제공하여
향후 이에 대한 정책 수립과 지원이 필요하다는 것을 제시하였다.
