In the past, Korean characters frequently have been used to record English phonetic symbols in many occasion such as English classroom, newspapers, and etc. But none of them are accurate because of not reflecting accent and length mark. This paper is to propose Hangeul Accent System (한글강세표기), a newly customized Hangeul system for exclusively English pronunciation education, by introducing ① length mark or simply double-recording of Korean vowel for prolonged pronunciation and ② double Korean consonant in the first syllable for expression of primary stress. The reason why double Korean consonant should be used comes from the fact that it causes a little bit of high pitch sound, taking slightly departing tone right away, which seem to be heavily related to intonation in an English word. Examples of newly proposed ‘Hangeul Accent System for English are as follows: And to meet the above requirement, it is identified that on top of the existing Korean standard alphabet (Hangeul) system, 1) there should be more Korean alphabets for double consonants of 'ㄴㄴ, ㄹㄹ, ㅁㅁ, ㅇㅇ, ㅌㅌ, and ㅎㅎ', from old Korean alphabets of early Yi dynasty and newly created double consonants of ‘ㅊㅊ, ㅋㅋ, and ㅍㅍ’ to supplement fortis and 2) there should be more Korean alphabet to represent English sound of ‘f , v, θ’ in the form of ‘F, V, θ, FF, VV, and θθ’ to be combined with a Korean Hangeul vowel, and finally 3) there should be more Korean alphabet to represent ‘R’ sound in the form of ‘Rㄹ and Rᄙ’, which will also be combined with a Korean Hangeul vowel. On the other hand, all the English vowels are fully transcribed by 10 Korean Hangeul vowels without any problem and thus no addition of vowel is required. On the benefit side, with the introduction of the above proposed Hangeul Accent System, it is expected for beginners to quickly learn English pronunciation, and thus resulting in huge savings of time and effort for learning English as a second language for Korean from the beginning. And further, there is a possibility of creating new market for English education as well as new electronic device which would require Hangeul Accent System In the next research, Operation Rules for Hangeul Accent System will be elaborated with a full scale review of various kinds class room experimental results.
