As with the reorganization of international economic order to liberal market, the administrative function’s change saying “from government to governance”, and the necessities of government’s nurturing bio-industry as the next generation’s growth engines, the Korea Food and Drug Administration is being demanded not only to develop the safety management of food and drugs but also to encourage and support the relevant industry. In line with this, considering that the governmental officials’ abilities of policy accomplishment decide the level of government’s advancement and nation’s competitiveness, establishment of their expertise and competency is an emerging task. According to these administrative circumstances changes, the KFDA-BPH (Biopharmaceutical Headquarters) has recently discussed and addressed their role re-establishment for beneficiary-wise duty performance. It covers its mission and vision looking forward to the next 10 years and created 4 driving strategies, 5 mid-term policy goals and 13 performing tasks. This article presents the headquarters’ hereafter duty performing direction for becoming ‘BPH with people’s trust encouraging biopharmaceutical industry’, as to say, ‘the organization with people’s trust, industry’s supports, and every staff’s growth’.

차세대 성장동력산업으로서 범정부적인 바이오산업 육성 필요성과 함께 자유주의적 시장주도라는 국제경제질서의 재편 흐름, 그리고“통치(Government)에서 민관협치(Governance)로”라는 행정기능의 시대적 변화 등에 따라 이제는 식품의약품안전청도 국 민 먹거리의 안전관리뿐만 아니라 관련 산업의 지원∙육성정책의 개발에 힘써야 하며, 특히 공무원의 정책역량이 정부능력의 선진화 를 결정하고 국가의 경쟁력을 결정하는 시대임을 재인식하여 해당분야의 전문성과 업무수행역량의 확충이 시급한 현안과제로 떠오르 고 있는 시점이다. 이러한 행정여건의 변화에 따라 최근 식품의약품안전청(생물의약품본부)에서는 종전의 관리자∙규제자로서의 행정 수행 관행을 탈피하고 조력자∙지원자라는 수혜자중심의 업무수행 체계를 갖추어 나가기 위하여 내부 토론과 협의를 거쳐 역할 재정 립 방안을 마련, 다짐하는 보고회를 개최하고, 향후 지속적인 교육∙전파와 워크숍 등을 통하여 그 공감대를 더욱 확산시킴으로써 생 물의약품본부의 새로운 조직문화로 자리 잡아 나가기로 한 바 있다. 향후 10여 년을 바라보고 생물의약품본부의 미션과 비전을 설정 하고, 비전 달성을 위한 4개 추진전략을 토대로 5개의 중장기 정책목표와 13개 수행과제를 도출하였다. 「첨단의약산업을 선도하는 국 민안심 생물의약품본부」로서“국민이 신뢰하고, 업계가 지지하며, 부서원 모두가 성장하는 조직”으로 거듭남으로써 인류의 건강증진 을 견인하는 생물의약품 기술 강국으로서의 입지 구축에 일조를 다하고자 하는 생물의약품본부의 향후 업무수행 지표로 동 보고내용 을 정리하여 제시한다.
