In Korea, the system for the protection of crime victims has been introduced since 1980s and 'Crime Victim Aid Act' was established in 1987. But Korea had concentrated on the aid for the protection of crime victims in the early years. However, the measures for a mental & psychotherapy were insufficient and the aid has been unreally operated as it is. Then, KCVC (Korea Crime Victims Center) was founded in 2004 and 'Crime Victim Protection Act' was enacted in 2005. Hereby, the aid for crime victims has been increased, and even today, actually, the system for crime victims has been fully extended by being inserted the rights of crime victims when 'Criminal Procedure Act' was revised in 2007. The police department is promoting in-depth measures for crime victims who receive absolute support from the public and cannot neglect the human rights concern of crime victims at the turning point when they have pursued 'human rights protecting police'. So, the purposes of this study are to understand the criminal victims protection schemes of advanced countries in the police-practical position about such concerns and to study the future improvements around the actual status for the protection of crime victims that Incheon Metropolitan Police Agency has promoted. Also, it is to call on the police to consider prompt restitution for victims and the support measures by pointing out problems in several kinds of protection and support measures for crime victims and examining what kinds of governmental policies to be substantially helpful for them.

우리나라는 1980년대부터 범죄피해자보호에 관한 제도가 도입되어 1987년 에 범죄피해자구조법이 제정되었으나 초기에는 지원금에 주력하였다. 그러나 정신,심리치료 문제 등은 미흡하였으며,지원금 자체도 금액이 비현실적으로 운영되어 오다 2004년 범죄피해자지원센터를 설립하고 2005년 범죄피해자보 호법이 제정되어,범죄피해자지원금 증액 등이 이루어져 왔으며2007년 형사 소송법개정 시에 피해자의 권리 삽입 등 최근에서야 본격적으로 제도가 확대되 고 있는 실정이다. 경찰에서도 국민들로부터 절대적인 지지를 받고 있는 피해자에 대한 대책을 심도 있게 추진하면서 인권경찰을 추구하고 있는 전환기적 시점에서 범죄피해 자에 대한 문제를 소홀히 할 수 없는 만큼, 이러한 문제를 경찰실무적인 입장에 서 선진국의 피해자보호제도를 알아보고 인천지방경찰청에서 추진하고 있는 범죄피해자보호실태를 중심으로 향후 개선방안에 대한 연구를 시도 하였다. 또한 범죄피해 자에 대한 각종 보호 및 지원책에 있어서의 문제점을 지적하고 국 가적 관점에서 범죄피해자에게 실질적 도움을 줄 수 있는 시책에는 어떠한 것 들이 있는지 고찰하여 피해자에 대한 신속한 피해회복과 지원책을 강구토록 촉 구하는데 본 연구의 목적을 두고 있다.
