This study is to analyze electronic process of participation that divide into online a proposal of a policy, online policy discussion and policy making. Then this study to analyze the possibility of e-democracy of Gyeongnam provincial government and Gyeongnam provincial council. Upon investigation, e-governance construction level of Gyeongnam provincial government was staying to the intermediate step of online information provision and online policy proposal. Gyeongnam provincial council was staying to the online information provision. So, e-governance system of Gyeongnam province involves a many problem points for expecting a substantial e-democracy. From this, way of Activation for e-local governance in Gyeongnam province is as in the following. First, it is necessary to improve the awareness of information managers. Second, it should be equipped with e-space for collecting the varieties of social opinions. Third, it is necessary to provide the system for bottom-up agenda-setting. Forth, it is necessary to use of active sns.

본 연구에서는 전자적 시민참여의 과정을 온라인 정보제공, 온라인 정책제안, 온라인 정책협의 및 결정의 세단계로 구분하고, 이를 바탕으로 경남도와 경남도의회의 전자민주주의 가능성을 살펴보았다. 연구결과, 경남도의 e-거버넌스 구축 수준은 온라인 정보제공과 온라인 정책제안의 중간단계에 머물러 있었으며, 경남도의회는 정보제공 단계에 머물러 있었다. 따라서 경남지방의 e-거버넌스 시스템은 실질적인 전자민주주의를 기대하기에는 많은 문제점을 내포하고 있었다. 경남지방이 e-로컬 거버넌스를 활성화시키기 위해서는 첫째, 정보관리자들의 인식 개선이 필요하며, 둘째, 적극적이고 다양한 형태의 여론수렴과 정책제안을 위한 공간을 갖추어야 한다. 셋째, 상향식 의제설정을 위한 장치가 필요하고, 넷째, SNS의 적극적인 활용도 필요하다.
