Educational planning at the provincial level has been paid little attention to theoretically as well as practically, comparing to that at the central government or at school level. This paper tried to investigate the realities of provincial educational planning and provide recommendations in terms of the subject of planning, areas of planning, process of planning, and expertise of planning body and planners. With regard to the subject of planning, there has been a conflict between the central government and the provincial government, as well as between educational adminstration and general administration, due to inappropriate legal regulations. Lifelong education needs to be strengthened in terms of the areas of planning, considering the changing paradigm of education. It was found that the stages of planning are not properly applied to provincial educational planning. In this context, evaluation of provincial education offices administered by the central government should be reoriented in a way to help educational planning at the provincial level be implemented more efficiently. Finally, it should be noted that planning body and planners lack their expertise required to design, implement, and evaluate provincial educational planning by themselves. Superintendents need to pay genuine attention to educational planning, recognizing the value of educational planning at the provincial level.

지방의 교육기획은 중앙정부 교육기획이나 학교교육기획에 비해 상대적으로 이론적·실천적 관심이 상대적으로 적었다. 이 논문은 기획의 주체, 기획의 대상과 영역, 기획의 절차와 과정, 기획전담부서와 기획가의 전문성 등의 영역에 따라 지방교육기획의 모습을 분석하고 개선방안을 제시하였다. 기획의 주체 면에서 관련 법규의 미비로 중앙정부과 지방정부의 갈등, 시·도 교육청과 시·도청의 갈등이 상존하고 있다. 기획의 대상과 영역 면에서는 평생교육에 대한 강조가 부족하다. 기획의 절차와 과정이 적절하게 적용되고 있지 않으며, 이와 관련하여 현행 시·도 교육청 평가는 그 성격에 있어서 근본적인 개선이 요청된다. 끝으로, 지방의 교육기획을 전담하고 있는 부서와 기획가의 전문성이 충분히 구비되어 있지 않으며, 이와 관련하여 시·도 교육감의 교육기획에 대한 관심이 더욱 증대될 필요가 있다.
