Climate change is considered to be a global and domestic issue that requires direct measures on individual and international levels. Hence, the international pressures and agreements concerning this subject are politically sensitive. In light of this, the enactment of Green Growth Law in December 2009 shows significant progress. Although the government has strong intention on regulating domestic laws, such as Four-river Restoration Project, Media Law, and Administrative Capital Relocation Law, the disparity over the logistical implementation of these laws caused a stalemate, effectively occluding their passage. However, two parties have experienced successful dialogues regarding climate changes without confrontation, and the issue became one of the only successful cases that both parties fully agreed on. The Presidential Administration, the National Assembly, and the chairman of special committee have played significant roles in the passage of the Green Growth Law; they presented clear visions, positive persuasions, and leaderships to resolve the issues at hand. The Blue House and the National Assembly’s persistent encouragement eventually resulted in the mutual agreement over the detailed execution of the related legislation upon its ratification. Additionally, the leaderships of the Chairman of the Special Committee assuaged the polarization between the two parties, while the Chairman also made great effort to collect extensive opinions from constituents of all social standings. Also, the fellow members’ trust in fair operation and professionalism of the Chairman positively encouraged him to optimize his leaderships.

이 논문은 18대 국회 전반기에 활동한 기후변화대책특별위원회의 활동과정을 분석하였다. 특위 활동과정 분석을 통하여 국회 심의의 중심을 이루는 상임위원회 차원에서의 의사결정 과정을 고찰하고, 법안을 둘러싼 갈등의 해결을 위한 토론과 합의의 동태를 살피려는 것이다. 이 논문은 기존의 한계를 극복하기 위하여 기후변화특위의 속기록과 다양한 행위자들과의 인터뷰를 통하여 위원회 운영과정의 특성을 밝힌다. 본 논문에서는 위원회 의사결정의 독립변수로서 의원의 목표와 환경적 제약 요인을 고찰하고, 종속변수로서 의사결정 과정을 분석한다. 이를 통하여 18대 국회에서 녹색성장기본법을 통과하게 된 요인을 탐색하고자 한다. 분석결과 녹색성장기본법 통과에는 환경적 요인으로서 대통령과 행정부의 비전제시와 적극적인 국회 설득노력과 특위 위원장의 리더십 요인이 중요한 역할을 한 것으로 나타났다. 특위 차원에서는 위원장과 소위원장의 당파성을 초월한 리더십이 크게 기여한 것으로 평가되었다. 특히 공정한 운영에 대한 동료위원들의 믿음과 해당 분야에 대한 전문성은 이러한 리더십을 발휘하는 데에 긍정적으로 기여하였다.
