This study is to figure out the general problems of the educational informatization of developing countries in the Asia-Pacific region and analyze the each country's problems to draw the theoretical basis of the need analysis for developing countries' educational informatization. It was based on the 118 final reports which were submitted personally or in group by trainees after the APEC e-Learning training program and was focused on problems and solutions of the educational informatization, which were used for analyzing the differences according to the trainees' countries. The final results of this study were: 1) The problems of the educational informatization recognized by trainees in developing countries include lack of motivation for ICT usage, training opportunities, educational resource, integrated network system for education, and ICT technology & equipment. The proposed solutions to these problems are to improve policy, to provide more training programs & educational resource, to build integrated network system for education, and to supply of ICT technology & equipment. 2) The basic model based on the needs of the educational informatization in Asia-Pacific developing countries is drawn and the model is followed by 4 detailed models. 3) According to the job of the trainees, there is a "perception gap" over the problems and solutions. 4) The development of supply model which can systematically conduct the educational informatization is required rather than short term support focused on hardware and software in order to accept the needs of the educational informatization in Asia-Pacific developing countries. 5) In oerder to synthetically and sustainably collaborate with these developing countries, the expansion of international human networks such as ALCoB (APEC Learning Community Builders) are further asked for.

본 연구의 목적은 아시아․태평양 역내 개발도상국의 교육정보화 사업의 일반적인 문제점을 파악하고 이를 토대로 주요 국가별 문제점을 분석하여 개도국 교육정보화 사업의 요구를 분석할 수 있는 이론적 토대를 만드는 것이다. 이를 위해 APEC이러닝 연수에 참가한 연수생의 개인별․집단별 최종보고서 118개를 연구대상으로 교육정보화의 문제점과 해결책에 초점을 맞추어 내용분석을 실시하여 파악된 문제점
과 잠정적 해결책이 연수생의 국가 상황에 따라 차이가 있는지 분석하였다. 본 연구의 결론은 다음과 같다. 첫째, 개발도상국 연수생이 인식하는 교육정보화의 문제점은 ICT활용에 대한 동기부족, 연수기회의 부족, 교육자원의 부족, 교육 통합 네트워크 시스템의 필요, ICT기술 및 장비의 부족이었다. 이 문제점들을 해결하기 위한 해결책으로는 정책의 개선, 연수 제공의 증가, 교육자원의 제공, 교육 및 행정 통합 네트워크 시스템의 구축, 그리고 ICT기술 및 장비의 보급이 제안되었다. 둘째, 교육정보화의 문제점을 종합한 아시아․태평양 지역 개도국 교육정보화 사업 요구의 기본모형이 도출되었으며, 이를 토대로 4개의 세부모형들이 도출되었다. 셋째, 연수생의 직업에 따라 문제점과 해결책에 대한 인식의 차이가 존재하였다. 넷째, 아시아태평양 지역 개도국의 교육정보화의 요구를 수용하기 위해서는 하드웨어나 소프
트웨어 중심의 단기적 지원보다는 교육정보화를 체제적으로 실행할 수 있는 지원 모형의 개발이 필요하다. 다섯째, 이들 개도국과 지속적이며 종합적으로 협력할 수 있는 ALCoB(APEC Learning Community Builder, 알콥)과 같은 국제 휴먼네트워크의 확대가 요청된다.
