The pressing problems with private education in Korea involve the distribution structure of social rewards and institutional complementarities, rather than education itself. The fundamental cause of the problems lies in the social structure where students make an educational achievement by entering universities through the standardized college admission system that largely assesses memorization of a huge amount of information, and, with preoccupation with university rankings, the diploma of university has great influence on one's income level and social position. Thus, the approach based on the assumption that the problems with private education have resulted from poor quality of public education, cannot address the root cause of the problems. The problems observed in the private education sector are the fallout of the distorted distribution structure of social rewards. To solve the problems, a new framework needs to be established, which include: first, measures to improve the distorted distribution structure of social rewards, second, measures to encourage beneficiaries of the current institution to make a change, and finally, a system to incentivize them by making such actions in their self-interest.　Moreover, the educational problems cannot be dealt only by the Ministry of Education, Science and Technology. The Ministry of Education, Science and Technology should see the problems not just in the educational perspectives but also social economic perspectives and be more inclusive with other government ministries and agencies that are engaged in education policies in an open-minded way. In addition, measures related to the private education sector should always take consideration of the feature of the institution as complexes. Therefore, an addition of a new sub-system or a complementation of the existing one should not just focus on the effect of a new system but go through thorough investigations and analyses of the relations with and the impacts on the existing systems in order to minimize an offset of the policy effect or unintended effects.

과도한 사교육 문제는 우리나라의 사회적 보상의 분배구조와 제도들간 相補性에 따른 부산물이 지, 교육문제의 본질이 아니다. 이의 본질적 원인은 서열화된 대학상황에서 암기식 위주의 대학입 시를 통해 취득한 학벌․학력이 향후의 소득․사회적 지위의 현격한 격차에 결정적 영향을 미치는 사회적 구조에 있다. 따라서 사교육문제를 단순히 공교육 부실의 결과라고 정의내리고 해결방안을 모색하게 되면 원인치료와 멀어지게 된다. ‘과도한 사교육 문제가 사회적 보상의 분배구조 왜곡에 따라 강화된 학력지상주의의 부산물이므로 이를 완화하기 위해서는 먼저 사회적 보상의 분배구조 를 개선하는 한편, 학력지상주의를 따라갈 수 밖에 없는 사람들을 대상으로 한 대책과 함께 학력 지상 주의의 수혜자가 학력지상주의 자체를 개선하는 데 스스로 나서도록 유도하고 이러한 행동 이 그들에게 이익이 되는 유인구조를 만들어 주어야 한다’는 패러다임을 정립할 필요가 있다. 또한 이제는 교육문제 해결을 위해 교과부 만의 힘으로 접근해서는 안된다. 교과부는 교육학적 관점뿐 아니라 사회경제적 관점에서 타 부처와 주요 교육관련 행위자들의 정책관여를 보다 개방적인 자세 로 수용해야 한다. 또한 사교육대책이 갖는 ‘복합체로서의 제도’ 성격을 잊어서는 안된다. 새로운 하위제도를 추가하거나 보완할 때 그 제도의 효과성 등만을 분석할 게 아니라 기존 제도들간의 관 계, 상호 영향 등을 충분히 분석하여 제도간 충돌에 따른 정책효과 상쇄나 의도하지 않은 정책효 과 발생 등을 최소화시키는 노력을 기울여야 한다.
