This article aims to focus on the role of Bureau of Public Information (BPI) in new perspective through the oral interview of Lee Sung-chul who had been a section head of Film Branch of BPI during the 1950s. During the 1950s, the most deteriorated and chaotic time due to the Korean War and the divided state, BPI Film Branch was the core office where its role was in charge of film censorship, controlled the main process of film import, produced the news reels and non-commercial films and supervised the film policies. Had been Section Head of BPI Film Branch from 1951 to 1962, Lee Sung-chul’s interview offers a guidance to understand BPI Film Branch under the special circumstances of the 1950s. His interview displays the process of interchange between film professionals and BPI Film Branch and the restoration process of Korean film industry of the mid-1950s. This article utilizes the testimonies of Lee Kyong-soon and Yu Jang-san to be in more solid view of the process happened during the 50s. By cross-referencing and comparing those testimonies, it would reveal the difference between ‘the testified Lee Sung-chul’ and ‘the testifying Lee Sung-chul’. And this revelation will enable to examine his identity that is conflicting between as an administrator and as a film professional and/or including both. Furthermore, it will lead to a conclusion that the 50s’ BPI Film Branch was in ambiguous position difficult to differentiate its role between as a private company and as a government office. Also, this article explores the interrelation between Korean film industry and the foreign aid to Korea of the time. In particular, Lee’s recollection on Asian Film Festival shows the mediating role of BPI Film Branch between the aid organization and the film professional with combined reading of preexisted historical materials. As a result, this article proves the vast usage of oral history for the in-depth study on the interrelations among the foreign aid to Korea, BPI Film Branch and Korean film industry of the time.

본고의 목적은 1950년대 공보처 영화과장이었던 이성철의 구술을 통해 공보처 영화과의 역할을 새로운 각도에서 조명해보는 것이다. 전쟁과 분단으로 인해 어느 시기보다도 열악하고 혼란한 시기였던 1950년대에 공보처 영화과는 검열과 영화수입에 관한 주요 업무를 관장하고, 뉴스․문화영화를 제작하고, 한국영화 정책을 주관하는 영화관련 핵심 기관이었다. 1951년부터 1962년까지 공보처 영화과장으로 근무한 이성철의 구술은 1950년대라는 특수한 상황 속의 공보처 영화과를 이해하는 데 하나의 길잡이가 될 수 있다. 이성철의 구술은 한국전쟁 시기 공보처 영화과와 영화인 간의 교류과정과 1950년대 중반 한국영화산업 복구과정을 보여준다. 본고는 이러한 모색과 연대의 과정을 좀 더 입체적으로 보기 위해 또 하나의 구술사례인 이경순과 유장산의 증언록을 활용한다. 두 구술사례의 교차, 비교는 ‘구술되는 이성철’과 ‘구술하는 이성철’의 차이를 드러냄으로써 행정가와 영화인 사이에서 갈등하는, 혹은 양자를 다 포함하는 구술자의 정체성에 대한 고찰을 가능하게 하고 더 나아가 1950년대 공보처 영화과가 민/관의 구분이 모호한 과도기적 특성을 보이고 있다는 결론을 유출하게 한다. 또한 본고는 이성철의 구술을 통해 한국영화와 대한원조의 상관관계를 알아본다. 특히 아시아영화제에 관한 구술자의 회고는 기존의 사료와 결합해 원조기구와 영화인 사이에서 공보처 영화과가 조율자 역할을 하고 있는 것을 보여준다. 결과적으로, 본고는 대한원조와 공보처, 그리고 한국영화와의 관계를 심층적으로 연구하는데 있어 구술사 방법론이 폭넓게 이용될 수 있음을 보여준다.
