The purpose of this study was to analyze the structural relationships among such variables as the learning organization level, motivation, job satisfaction and organizational commitment in public organization. In order to achieve this purpose, this study had specifically three questions as follows: The first was to examine the effect of learning organization level on public servants' motivation in public organization. The second was to examine the effect of learning organization level and motivation on public servants' job satisfaction in public organization. The third was to examine the effect of learning organization level, motivation, and job satisfaction on public servants' organizational commitment in public organization. A questionnaire was used as the research instrument. A total number of 1,181 public servants working for Korea Metropolitan City responded to the questionnaire. In order to estimate the hypothesized structural equation model, the collected data were analyzed with AMOS 18.0, a statistical program for structural equation modeling. The major findings of this study were as follows: First, the learning organization level was found to have a direct effect on public servants' motivation in pubic organization. Second, the level of learning organization and public servants' motivation in public organization were found to have a significant direct effect on public servants' job satisfaction in public organization. In addition, the mediation effect of motivation between learning organization level and job satisfaction appeared positive in public organization. Third, no direct relationship was found between the level of learning organization and public servants' organizational commitment in public organization. However, there appeared the mediation effect of motivation and job satisfaction between the level of learning organization and organizational commitment in public organization.

본 연구의 목적은 공공조직의 학습조직 수준이 동기부여와 직무만족을 매개변인으로 공무원의 조직몰입에 미치는 영향을 알아보기 위하여 변수 간의 구조적 관계를 분석하는 것이었다. 이를 위하여 중앙정부로부터 자치권을 위임받은 서울특별시와 광역시 관할 구역의 74개 자치구 중 48개 자치구 공무원 1,181명을 대상으로 설문조사를 실시하였으며, 수집된 자료는 가설적 구조방정식모델을 추정하고자 AMOS 18.0을 사용하여 분석하였다. 연구결과는 다음과 같다. 첫째, 공공조직의 학습조직 수준은 공무원의 동기부여에 직접효과가 있는 것으로 나타났다. 둘째, 공공조직의 학습조직 수준이 공무원의 직무만족에 미치는 직접효과가 매우 크게 나타났으며, 동기부여를 매개로 한 간접효과도 나타났다. 또한 동기부여가 직무만족에 직접적인 영향을 미치고 있는 것으로 나타났다. 셋째, 공공조직의 학습조직 수준이 공무원의 조직몰입에 미치는 직접효과는 나타나지 않았고, 동기부여와 직무만족을 매개로 간접효과만 있는 것으로 나타났다. 동기부여는 조직몰입에 직접효과보다 직무만족을 매개로 한 간접효과가 높았으며, 직무만족은 조직몰입에 직접적인 효과가 높은 것으로 나타났다. 연구 결과를 통해 공공조직에서 학습조직이 공무원의 동기부여를 강화하는 새로운 방법임을 알 수 있었다. 또한 학습조직 수준을 높이는 것은 동기부여와 직무만족을 높이고 결과적으로 조직구성원의 조직몰입을 높이는 효과적인 방법임을 알 수 있었다.
