The purpose of this study was to compare Korean elementary moral education curricula with ‘Civics and Moral Education’ in Singapore. ‘Civics and Moral Education’ as a separate subject matter for moral education in Singapore is designed to anchor students in sound moral principles. The overarching goal of ‘Civics and Moral Education’ in the syllabus revised in 2006 is to nurture a person of good character who is caring and acts responsibly towards self, family, school, community, nation and the world. In this paper I tried to show the implications of moral education in Singapore. First, ‘Civics and Moral Education’ is taught two periods at the lower primary(P1 to P3) and three periods at the upper primary (P4 to P6). Second, the CME syllabus focuses on six core values, namely Respect, Responsibility, Integrity, Care, Resilience and Harmony, which form the foundation upon which good character is built. Those values are taught in a spiral principle. Third, ‘Civics and Moral Education’ in Singapore is a kind of multicultural moral education. Singapore included the unique multicultural heritage of the country in the revised syllabus. ‘Civics and Moral Education’ tries to reach the harmony between diversity and unity in Singapore.

도덕과 교과교육학의 한 연구 분야로서 도덕과 교육과정의 국제 비교 연구는 매우 중요한 의미를 갖는다. 도덕과 교육과정의 국제 비교 연구는 우리의 도덕과교육의 현황과 체제를 객관적으로 진단하고, 타 국가의 상대적인 장점을 수용하여 우리의 도덕과교육을 발전시킬 수 있는 계기를 마련해 준다는 장점이 있다. 그럼에도 불구하고 우리나라에서 도덕과 교육과정 국제 비교 연구는 매우 빈약한 상태다. 싱가포르는 1992년 이래로 교과교육 형태의 도덕교육을 실행하고 있는 대표적인 국가다. 싱가포르에서 ‘공민과 도덕교육’(Civics and Moral Education)은 우리의 도덕과에 해당하는 교과로서 공민교육과 도덕교육이 결합된 것이다. 우리나라가 2007년에 도덕과 교육과정을 개정한 것과 유사하게, 싱가포르는 2006년에 CME 교수요목을 개정하였으며, 새 교수요목은 이전의 교수요목과 큰 차이점을 나타내고 있다. 새로운 교수요목은 2007년부터 1-2학년에 적용되었고, 2008년에는 3-4학년, 2009년에는 5-6학년에 적용되었다. CME는 1-3학년에서 2시간, 4-6학년에서 주당 3시간씩 모국어 교사를 통해 가르쳐지도록 되어 있다. 이 연구에서는 양국의 공식 교육과정 문서에 대한 내용 분석을 통해 교과 위상ㆍ성격과 목표, 내용 체계, 교수ㆍ학습 방법 및 평가의 기준을 활용한 비교ㆍ분석을 시도하였다.
