According to the results of this study, start-up activity in Japan is growing than before by the legislation on it, active support system and changes in awareness of entrepreneurship. But it is still low compared with other countries. Start-up activity rate in Japan is 5.4%, well below the 6.8% which is the average among 18 innovation-driven countries and whole start-up activity rate is 12.7%, also well below 13.5% which is the average. Meanwhile, business interruption rate is 1.0% which is lower than the average and the lowest among 18 countries. Funding is the main reason of business interruption. So I researched the way of funding. One is subsidy by the government which doesn’t need to pay back. And the other is loan by government affiliated financial institution. These can support not only the new start-up but also on-going business. And the conditions of repayment period, amount and so on are quite favorable. So psychological barrier such as lack of entrepreneurship and sense of adventure is the hindrance of activating the start-up in Japan.
