Civilian Cooperation Groups of Local Police can be defined as “the groups organized by multiple civilian groups which can help for the police to achieve policing purposes effectively.” The number of civilian cooperation groups were reduced from 26 to 12 as a result of the re-organization policy for the civilian cooperation groups since August 2010. Among twenty six groups, one group has changed its operation manner, five other groups have been abolished. And 8 groups were excluded from civilian cooperation groups because the nature of them was purely service oriented organizations. As a result, twelve civilian cooperation groups only remain. Korean civilian cooperation groups have shown many problems. Major problems found in the field are their perfunctory operation, budget crunch, back-scratching alliance between the police and local worthies, lack intimacy of residents, lower participation of community people, and absence of legal basis. In order to solve these problems, the suggested effective measures are as follows. First, it is necessary for civilian cooperation groups to operate a practical manner and to obtain proper budget. Second, eradication of back-scratching alliance between the police and local worthies is needed. Third, it is needed to ensure the sustainability of operation system of civilian cooperation groups. Fourth, it is necessary to encourage the local residents to participate in civilian cooperation groups. Fifth, improving laws related to civilian cooperation groups.

경찰협력단체란 “경찰목적을 효율적으로 달성하기 위해 경찰관서를 주체로 다양한 경찰협력자를 모집ㆍ구성하여 협력치안에 활용하는 단체”라고 할 수 있다. 2010년 8월 이래 진행되어온 경찰협력단체 재편작업 결과 기존에 26개이던 협력단체의 수가 12개로 줄었다. 1개는 운영 방식이 변경되었고, 5개는 폐지되었다. 8개는 순수 봉사단체로 인정해 협력단체에서 제외되었으며 현재 유지되고 있는 단체는 12개이다. 우리나라 경찰협력단체의 문제점은 피상적 운영 및 예산의 부족, 민ㆍ경 유착의 우려, 잦은 통ㆍ폐합으로 인한 주민과의 친밀감 저하, 지역주민의 참여 부족, 설치 근거의 미비 등을 들 수 있다. 이를 극복하기 위한 개선방안은 다음과 같다. 첫째, 운영의 실질화 및 적정 예산의 확보, 둘째, 민ㆍ경 유착의 근절, 셋째, 경찰협력단체 운영체제의 지속성 보장, 넷째, 지역주민의 참여 유도, 다섯째, 근거 법규의 재정비 등이다.
