This study aims to stress the importance of concentrating the national capacity on the vocational training, in order to secure Korea`s international competitiveness in the age of globalization. Through comparative study of German and British case, this study argues that R&D investments without the support of high-skilled workforce cannot attain any intended outcomes. Britain possesses lots of technologies and know-how, but suffers from a high trade deficit. On the contrary, Germany has the same level of technologies and know-how as Britain, but its socio-economic power is the strongest among the developed countries. The rationale is that Germany could mass-produce skilled workforces on the ground of a solid vocational training system. The importance of vocational training is revealed here. This study suggests implications for us by introducing and comparing the vocational training system of these two countries

본 연구는 선진국의 문턱에 위치하고 있는 한국이 세계화 시대에 국제경쟁력을 갖기 위해서는 무엇보다도 고급기능인력 양성에 국가역량을 집중시켜야 한다는 점을 밝히고자 한다. 연구와 개발에 대한 투자는 양질의 기능 인력의 뒷받침이 없으면 결코 의도한 성과를 거둘 수 없다는 점을 영국과 독일의 비교를 통해 논증하고자 한다. 영국은 기술에 대한 노하우는 많이 소유하고 있으나 무역수지는 적자에 허덕이고 있고, 반대로 독일은 기술 수준은 영국과 동일한 수준이나 경제발전은 선진국 중 가장 높다. 독일이 영국과 달리 이렇게 발전할 수 있는 데에는 무엇보다 탄탄한 직업교육제도에 기초하여 숙련된 전문 기능 인력을 양산할 수 있었기 때문이다. 여기서 직업교육의 중요성이 여실히 드러난다. 본 논문에서는 이 두 나라의 직업교육 제도를 비교하여 우리에게 주는 시사점을 찾고자 한다.
