Many countries have been experienced the process of restructuring local administrative district that has been established through long history. Local administrative district is local autonomy itself and also has a great deal of impacts on the efficiency of the government and convenience of the residents. Korea has started a process of making a new local administrative district system that will be adopted in 2014. In Federal republic of Germany, there have been many times of try in order to establish new local administrative district system according to the political, economic and social changes so far. Germany has relatively long history and various cases of restructuring local administrative district. In this context, this paper aims at examining German experiences and efforts to cope with the problems of the restructuring local administrative district so as to get some lessons for Korea. Above all, the key factors for the success of restructuring are the participation and concensus of the people, harmony among political democracy, economic and administrative efficiency. Without these, restructuring local administrative district could not get successful results.

이 연구에서는 독일의 1960년대와 1970년대에 걸쳐 그리고 1990년대 이미 행정구역 개편과정을 경험한 독일의 사례를 고찰함으로써 향후 우리나라의 행정구역개편에 대한 시사점을 제시하고자 한다. 전반적으로 1960-1990년대의 독일의 지역개편은 국민을 위한 개혁이기는 하였으나, 분명 국민과 함께 한 개혁은 아니었던 셈이다. 지역개편에 대한 반대 움직임은 지역개편 원칙이 아닌 개편에 따른 구체적 개별 조치에 대한 반감의 표시였다. 여러 지역에서 지역개편과 그에 따른 변화가 비교적 잡음없이 이루어진 반면, 몇몇 지방자치단체에서는 반대의사를 굽히지 않았다. 이들은 확장도시 주변외곽 지역의 경제적 낙후, 지역쇠락 이외에도 행정처리과정의 익명성, 주민 정치참여기회 축소, 지역주민의 정보 및 의사소통 기회 축소 등의 단점을 지적하며 비판했다. 그러나 몇몇 지역재편성 조치는 지나친 것으로 간주되어 재조정되기도 하였다. 어디까지나 자치단체 개편의 정당성은 국가차원에서 그리고 지방의 차원에서의 민주주의와 행․재정의 효율성 그리고 주민의 복리를 증진시킬 수 있다는데서 찾아야 할 것이다.
