This paper was made to examine relations of North Korea-the U.S, since the outbreak of the second North Korean nuclear crisis and to analyse factors of obstructing an essential advance of nuclear negotiations and to prospect for the result of the negotiations. In chapter II, for the purpose of that, this paper evaluated North Korea's nuclear strategy towards the U.S. and the U.S. policy toward North Korea while giving an outline of North Korean nuclear issues. In chapter III, this paper analysed fundamental problems in relation to a premise and a structure of nuclear negotiations and a domestic policy inclinations of North Korea and the U.S.'s negotiators. In chapter IV, on the bases of it, this paper diagnose probabilities of peaceful settlement of North Korean nuclear issues in a long-term perspective while extracting suggestions by comparing the existing relations of North Korea-the U.S. with ‘prisoner's dilemma’ game.

이 논문은 제2차 북핵위기가 발생한 이래 북미관계를 평가하고 북핵협상의 걸림돌로 작용하고 있는 근본적인 문제가 무엇인지를 분석하며 나아가 장기적 차원에서 북핵문제의 해결 가능성을 진단할 목적으로 작성되었다. 이를 위해 우선, 제II장에서는 북핵문제의 역사를 개관하면서 북한의 대미 핵전략과 미국의 대북정책을 평가했다. 그리고 제III장에서는 북핵협상의 근본 과제 즉, 협상의 전제와 협상의 구조, 협상주체 및 정책성향 등의 문제점을 검토ㆍ분석했다. 이를 바탕으로 제IV장에서는 향후 북핵문제를 전망하되, 북핵문제와 ‘수인의 딜레마’ 게임을 비교ㆍ분석함으로써 정책적 시사점을 도출해 보았다.
