This article addresses the issue of acceptance of cultural diversity essentially from the point of view of Europe law. After a brief introduction on the conflicting goals of acceptance of diversity and homogeneity, this essay gives a overview of the forces hostile to diversity and shows that Europe law has gradually recognized diversity as a value, mainly through minority rights and the rights of indigenous peoples. The struggle for the acceptance of diversity and its recognition as a value to be protected and promoted never being won in theaters where the battle for and against diversity is fought, as we all know in World Summit on the Information Society (WSIS) and the United Nations Educational, Scientific and Cultural Organization's (UNESCO) work on the Convention on the Protection and Promotion of the Diversity of Cultural Expressions We should not passively accept the clash of civilizations and cultures, but dialogue and exchange between cultures must be promoted. Peace and harmony must be built on respect for the other and for otherness, difference and diversity, on the basis of a shared ethic of humanity.

이 논문은 유럽에서 문화적 다양성의 수용과정에 관한 문제를 논하고 있다. 다양성의 논의에서는 다양성의 수용과 동질성이라는 상충하는 목적을 가지고 있기 때문에 혼란스럽고, 또한 다양성에 대하여 적대적인 사조도 나타나고 있다. 그러나 유럽에서는 다양성의 가치 를 점차적으로 인정하고 있으며, 특히 소수자의 권리와 토착민의 권리를 인정하기에 이르렸다. 다양성을 수용하고 다양성이 보호받고 조장될 가치있는 것이라는 인식을 위한 싸움에서, 정보화세계정상회의와 「문화적 표현의 다양성 보호와 증진 협약」의 성립 과정에서 나타난 미국과 유럽의 대립에서 알 수 있듯이 아직 완전한 승리를 거둔 것은 아니다. 우리는 문명과 문화의 충돌을 수동적으로 받아들여서는 아니되며, 여러 다른 문화 사이에서 대화와 교류가 조장되어야 한다. 평화와 조화는 인간성을 공유하면서 다른 사람과 다른 것, 차이점과 다양성의 존경이라는 기반 위에서 만들어져야 한다.
