This Article addresses a question: is culture a legitimate criterion for regulating migration and access to citizenship? While focusing on France, Germany, and the United Kingdom, I describe how these coingries embrace illiberal migration policies whic Gviolate the sUneGvalues they seek to protect. EU Member States are sgruggling to deffocuwhcriirimeans to be a citizen in a liberal democracy. Europe is raising a 'cultural wall ' on its road to citizenship byimeans of culture-pesed coirses, test 'cultcontracts. I argue thcrithis wall is illiberal if it disqualifies people from citizenship on the grounds of their political beliefs and moral convictions.
I insist that migrants would have to accept some structural liberal-democratic principles as a prerequisite for admission, and as part of the naturalization process, would be expected to recognize and respect some constitutional principles essential for obtaining citizenship of a specific state.
As the Korean debate on immigrant integration policy comes to a head, the European experience has some important lessons for Korean policymakers.

이 논문은 문화가 이민 제한과 시민권 부여에 있어서 합법적인 기준인가를 논하였다. 프랑스, 독일, 영국의 이민 및 귀화정책을 고찰해 보면 그들이 보호하고자 하는 가치에 상반되는 자유제한적인 이민정책을 실시하고 있다고 할 수 있다. 현재 유럽연합 회권국들은 자유민주주의 하에서 시민권이 된다는 것의 의미를 정립하려고 하는데, 문화기반적 교육, 시험, 계약을 통하여 시민권 취득에 ‘문화 장벽’을 쌓고 있다. 이 벽이 정치적 신념과 도덕적 확신을 근거로 시민권을 받을 자격이 없는 사람으로 결정한다면 그것은 자유제한적이라고 할 수 있다.
이민자들은 이민허가의 조건으로서 자유민주적 원칙을 인정하여야 하고, 귀화의 과정에서는 특정국가의 시민권을 얻기 위해서는 특정국가의 헌법상 기본원칙을 인식하고 존경하여야 한다.
이러한 이민통합정책에 관한 한국에서의 논의가 시작될 때 이와 같은 유럽의 논의는 한국의 정책결정에 중요한 교훈을 줄 것으로 생각한다.
