This study includes the issue of public cultural facility and contracting-out facility, which involves the following questions: would contract-out systems be able to replace local public cultural facility properly? Would this system be able to secure efficiency of administration, which is the positive logic of contracting-out facility(maximized effect with the minimized expense)?
Would contracting-out facility facilitate the active operation of local dull public cultural facilities?
In conclusion, vital is a rational approach to adopting the contract-out system in through consideration of the features of such facility and the specialty of culture and art, rather than the argument regarding if contracting-out facility is proper or not. As to the use of contracting-out facility when it comes to 'arts and cultural' facility, the improvement of culture service in terms of quality should be taken into consideration rather than such aspects as cost-saving through reducing work force. In addition, the efficient operation of local contracting-out facilities, on behalf of public cultural facilities, will be achieved as long as secured are the transparency in selecting entities to be entrusted by trusters(local government), responsible management and supervision, specialty of the trustee(private organization), transparency of administrative work, arrangement of legislative and systematic control devices, and through examination of regulations and rules.

이 연구는 세 개의 쟁점을 포함하고 있다. 첫 번째 쟁점인 공공문화시설의 운영에 있어서 과연 민간위탁이 알맞은 대안이 될 수 있는가에 대한 결론은 문화시설의 운영에 있어서 민간위탁이 알맞다, 맞지않다 의 찬반논리 보다는 문화예술의 특수성을 고려한 신중한 검토에 따라 민간위탁시스템을 도입해야 한다는 것 이었으며, 민간위탁이 최저의 비용으로 최대의 효과를 가져 올 수 있는가라는 두 번째 쟁점의 결론은 문화예술시설의 민간위탁은 인력감축 등의 비용절감 면을 강조하기보다 문화예술서비스의 질적 향상을 먼저 고려한 접근이 필요하다는 것이었다. 마지막으로 위탁자(지자체)의 위탁운영대상 선정 및 계약체결의 투명성과 책임감 있는 관리감독, 수탁자(민간단체)의 전문성 및 행정사무의 투명성 확보, 법․제도적 통제장치 마련과 조례 및 규칙의 정비가 이루어진다면 침체되어 있는 민간위탁 지역 공공문화시설 운영의 효율화를 꾀할 수 있을 것이다.
