The study considered foreign countries' researches after domestic researches to understand management information systems' effectiveness in administrative organizations. The effectiveness's concepts, exogenous, intermediate, and dependent variables were studied. These variables offered theoretical contexts based on organizational theory and public administrative theory. The contexts were technological development, bureaucratical administrative expediency, social-technical design, and organizational environment The researcher figured out exogenous, intermediate, and dependent variables by using qualitative techniques, which are repertory grid and cognitive mapping interview techniques, without survey techniques. These figured variables were changed to the questions of questionnaire, and then quantitative analyses were conducted with the hypothetic model formulated by the two qualitative techniques. The quantitative results were almost same with hypotheses by qualitative methods. The results were, therefore, appropriate analysis for systems' effectiveness and suggested policy alternatives to develop systems' enterprise.

본 연구는 행정조직에서 정보시스템 효과성의 연구에 대한 이해를 증진시키기위해 먼저 국내의 연구들을 고찰하고, 뒤이어 외국의 효과성의 개념, 외부변수들, 매개변수들, 그리고 종속변수에 대하여 살펴보았다. 특히 독립․매개변수들은 조직이론 및 공공행정이론을 바탕으로 이론적 배경을 제공하였는데, 기술의 발전(진보화된 기술과 적절한 기술), 관료행정주의 구조 및 참여민주주의 제도, 사회․기술적 설계(업무효율성과 인간관계). 그리고 조직의 환경(전문적인 행정과 정치적인 행정)이었다. 우선 외부변수들을 도출하기위해 연구자는 서베이 방법을 쓰지 않고 국내에서는 아직 생소한 지식저장기준선망 면접법과 인식적지도화 기법이라는 두 가지의 정성적인 기법을 사용하여 외부변수들과 종속변수에 대한 개념파악을 하였다. 다음으로 정성적 방법에 의해 파악된 개념(변수)들을 그대로 설문문항화해서 서베이 조사를 통해 실제로 시스템을 사용하는 사용자들로부터 설문지를 회수하여 연구의 가설모형에 맞추어 양적인 분석을 실시하였다. 그 결과 질적 방법에 의한 가설은 거의 양적인 결과와 일치하였다. 그 결과는 행정종합정보시스템의 효과성에 대한 보다 적합한 분석이 가능하도록 하였고, 또한 향후 행정종합정보시스템 사업을 보다 발전적으로 운영할 정책대안을 제시하였다.
