The main goals of this paper are an inquiry of the problem sources of Japanese area resolution by the critical review of literatures on area issues in Japanese local autonomy and a consideration of its implications founded in the current studies. First, the approach as a discussion starting point for the area issues in current Japanese local system can be listed as an interrelation between area and administrative function, a fluid administrative function and a fixed area, and an antagonistic relations between socio-economic milieu and local system. Second, This approach can be traced and reproduced by the optimum level of scale in the reform of Japanese local system in post-war era. The main arguing points were the decision-criteria of optimum level and its marginal notification, and democracy and efficiency in the area issues. And finally, the implications to the approaches of the Japanese area issues and its optimum level of scale have oriented to the realization based on the comprehensive local administrative system, that is, the synthesizing area administration as for one type of Japanese local autonomy.

본 연구의 목적은 일본 지방자치단체 구역문제에 관련된 기존연구의 비판적 검토를 통해서 일본적 구역문제화의 소재를 탐색하고 이러한 연구들에 내재되어 있는 함의를 고찰하는데 있다. 본 연구의 주된 내용을 요약하면 다음과 같다. 첫째, 현대 일본 지방자치단체 구역문제 논의의 출발점이라 할 수 있는 주요 접근법은 구역과 행정기능과의 상관성, 구역의 고정성과 행정기능의 유동성, 사회경제적 환경과 지방제도와의 대립관계에서 구역문제를 도출하고 있다. 둘째, 이러한 구역의 문제화를 파악하는 접근법은 전후 일본 지방제도개혁 과정에서 주요한 쟁점을 구성한 구역의 적정규모론을 통해 계승되어 재생산되고 있다. 그것들은 주로 적정규모의 결정기준, 민주주의와 구역, 효율성과 구역, 적정규모론의 한계 등에 관한 논의로 구성되어진다. 셋째, 이상과 같은 일본적 구역문제의 접근법 및 구역의 적정규모론이 가지는 함의는 일본 지방자치단체의 행정적 양태로서 지역행정의 종합화 즉 지방종합행정체제를 전제로 하여 그것의 실현을 지향하고 있다는 점이다
