As the Korean government speeds up the process of decentralization, local councils are becoming more and more important institutions in both national and local governance for developing harmonious and balancing system to local administration and particularly to local executives. Thus, the successful institutionalization of local in Korea and its further development depend on the performance quality of the local council. The discussing points by using content analysis are the local council's systems of Korea and Japan. The comparative analysis is employed to find out some practical lessons for more effective council operational systems for both Japan's and Korea's local councils' more than twenty years' experience. As the most striking debates, it lessons by reciprocally between Korea and Japan by adjusting their practical experiences to the status and roles of local councils and its membership, authorities, organizations, and relationships to the administrative top agency are discussed. The local council's operation systems to the head chiefs of administration is to be bound to the correlational success and survival in the local political whirlpool.

우리나라를 비롯한 세계의 모든 나라가 국가경쟁력을 높이기 위해서 지방화를 적극적으로 추진하고 있으며, 지방의 특성을 살려 국가발전을 도모하는 지방분권정책이 최고의 화두가 되고 있다. 성공적인 지방분권을 위해서는 지방의회의 내부개혁이 선행되어야 한다. 그러나 현재 우리나라의 지방의회제도로는 지방분권의 새로운 변화에 대처하기도 어려운 것이 사실이다. 이에 본 연구에서는 한국과 일본의 지방의회제도에 관한 비교연구를 통하여 우리나라의 지방의회제도를 재조명하고, 우리보다 앞서 지방의회제도를 시작하여 꾸준히 시행해 온 일본의 지방의회제도를 살펴봄으로써 우리나라 지방의회의 문제점 및 발전방안을 살펴보았다. 이를 위해 본 연구에서는 지방의회의 구성, 권한, 조직, 자치단체장과의 관계에 국한하여 내용분석을 수행하였으며, 이러한 비교연구를 통하여 우리나라 실정에 맞는 지방자치단체의 의사결정기관으로서 제도의 개선방안을 모색해 보았다.
