Regarding party nomination at local elections, discussions have mostly ended up with no resolution, and remained within a circle due to the different perspectives; such as politics-first or administration-first, and political ideal first or political real first. In order to get out from the circular reasoning, this study sorts out common values at which local election must be aimed, and evaluates many of proposed alternatives from each argument. Argument for the party nomination in local elections, based on party politics and vote-by-party, focuses on good effects of party politics and competition among parties, as well as responsible politics through policy-based elections. However, argument against the party nomination in local elections, based on non-partisan model and vote-by-person, puts more emphasis on examination of candidates by civil society, pointing out harmful consequences of party nomination and vote-by-party. From the evaluation of four alternatives -exclusion of party nomination, improvement of nomination system, local party system, and advocacy of political parties- with four standard values drawn from the arguments, it is possible to figure out that adopting local party system or advocacy of political parties are better alternatives: between them, moreover, advocacy of political parties is a way to successfully satisfy all four values

지방선거에서의 정당공천을 둘러싼 그동안의 숱한 찬반 논쟁이 정치-행정 우위론이나 이상-현실 대립론과 같은 순환 반복론이 많았다고 보고, 거기서 벗어나기 위한 한 방법으로 기존의 찬반 논리 속에서 보편적으로 지향해야 할 가치들을 뽑아내고 그것을 기준으로 그동안 제시된 여러 대안들을 평가를 해 보았다. 정당정치론과 정당투표론에 기반을 둔 공천 찬성론은 정당과 정당경쟁의 순기능과 정책선거에 의한 책임정치를 강조하고 있는 반면, 정당배제론과 인물투표론에 기반을 둔 공천 반대론은 공천폐해와 지역주의 정당투표 등 정치현실의 문제와 시민사회의 검증을 강조하고 있었다. 두 논리에서 끌어낸 위의 네 가치를 중심으로, 정당 배제, 공천방식 개선, 지방정당, 정당표방의 네 가지 대안들을 평가해 본 결과 지방정당제나 정당표방제 도입이 보다 나은 대안이며 그 중에서도 정당표방제가 네 가지 기준을 모두 만족시킬 수 있는 방안이라는 사실을 살펴보았다.
