Co-production is said to be a joint effort that a deliverer and a service beneficiary make for producing service in the process of delivering public service provided by the government or the public organization. On the other hand, even the activity that citizens participate together in the crime prevention activity, which is security service activity of the police, can be said to be co-production. Especially together with rapid phenomenon of specialization in each field of each society, the remarkable growth cannot help being noted. And, the Private Security business is being positioned now as an important field of private crime prevention activities, thereby forming one axis of co-production of police service. In the current situation that growth potentiality of the private security business eternally exists henceforth in Korean society, it can be said to be very important to deeply analyze on education training system for police service co-production and to suggest a specific plan for activation. The commissioned educational period for 5 years is now being almost finished. The selection of new educational institution is ahead to cover. It tried to reexamine the commissioned curriculum that has been carried out in the meantime at this point of time and suggested an activation of recruit education for general security guards for police service co-production.

경찰의 치안서비스 활동인 범죄예방활동에 시민들이 함께 참여하는 활동을 치안서비스의 공동생산이라 할 수 있다. 특히 각 사회 각분야의 급속한 전문화현상과 함께 민간경비업의 괄목할 만한 성장을 주목하지 않을 수 없다. 그리고 현재는 민간경비업이 민간방범활동의 중요한 분야로 자리매김하고 있어 치안서비스 공동생산의 한 축을 이루고 있다. 우리나라의 민간경비 산업은 1960년대 초 미8군부대의 경비를 담당하면서 시작되었고, 1976년「용역경비업법」이 제정되면서 법적·제도적 기틀을 마련하게 되었다. 이후, 경제성장과 함께 10여 개에 불과하던 경비업체는 급성장하여 2009년에는 3,906개 업체에서 146,805명의 경비원이 종사하고 있다. 앞으로 한국 사회에서 민간경비업의 성장잠재력이 무한하게 존재하고 있는 현재의 상황에서 일반경비원의 신임교육 훈련체계에 대해 심층적으로 분석하고 구체적인 활성화 방안을 제시하는 것은 매우 중요하다고 할 수 있다. 이렇게 민간경비 교육훈련의 중요성이 부각되는 시점에서 교육훈련 과정에 전환점이 된 계기는 경찰에서 2005년 12월에 경찰청 공고 제2005-28호에 의거하여 민간경비 위탁 교육기관을 지정하여 고시한 것이라고 할 수 있다. 현재 5년간의 위탁 교육기간이 거의 끝나가고 있으며 새롭게 교육기관의 선정을 앞두고 있다. 이러한 시점에서 그동안 시행되었던 위탁 교육과정을 재점검해 보고 이를 바탕으로 일반경비원 신임교육 활성화 방안을 제시하였다. 특히, 연구자가 일반경비원 신임교육 과정을 운영해 왔으며, 이를 바탕으로 2010년 1월부터 9월까지 일반경비원 신임교육에 대한 교육생들의 기본적인 인식을 알아보기 위하여 심층면접을 실시하여 연구자료로 활용하였다.
