거버넌스는 국가 중심의 조정 양식이 한계에 처한 상황에서 국가와 시장 및 시민사회를 구성하는 주체들의 영향력 정도에 따라 실제로 다양한 모습으로 나타날 수 있지만, 경찰학에서는 민경 협력을 통한 사전 예방적 치안 확보에 주된 관심을 두고 연구되고 있다. 거버넌스는 분권화·민영화·시장화 등에 의하여 정부와 국민을 동반자적 관계로 보고 국민의 복리증진·질서유지를 위한 방향키의 역할을 주된 임무로 인식하는 것을 말한다. 본 연구에서는 거버넌스의 개념과 이론을 접근 방식에 따라 국가 중심적 거버넌스, 시장 중심적 거버넌스, 시민사회 중심적 거버넌스로 나누어 고찰한다. 즉 관리주의적 관점이 국가 중심적이라고 한다면, 자본주의나 시장주의적 관점은 시장 중심적 거버넌스를 지향한다. 또한 민주주의적 관점은 시민사회 중심적 거버넌스를 지향한다. 즉 과거 우리 경찰은 국가 중심적 모형에 의존해 왔지만, 시대적 변화와 시민의식의 성숙으로 시민사회 중심의 네트워크 모형으로의 전환이 필요한 시점에 와 있다. 우리 경찰조직은 시민사회 중심이나 시장 중심 모형의 전환 과정에서 자칫 관료들의 저항과 취약한 시민사회, 낮은 수준의 시장 기능 등으로 인해 혼란과 막대한 비용이 유발될 수 있다. 따라서 한국의 세계화 및 정보화 수준을 감안하면 네트워크형 경찰 거버넌스 모형을 선택하는 것이 현실적으로 바람직하다고 볼 수 있다. 네트워크형은 독립형과 달리 개별 주체들의 자율성을 유지하면서도 제도적으로 상호 공동목표와 기본 가치를 공유하면서 하나의 실체로 존재할 수 있는 방식으로 연결된 관리 체계를 형성하는 것이다. 따라서 이 모형은 모든 주체들이 상호존중의 파트너십을 통해 하나로 묶여지게 된다.
