Every organization searches the ways to improve the morale of the members to achieve its goal. The organization of police is also continuously searching the ways to improve the morale of police officers to achieve the goals of the police and this study attempted to investigate the relationship between the need fulfillment and morale of police officers. First, based on Maslow's need theory, the need has been divided into physiological need, safety need, social need, self-esteem and self-actualization. In order to measure the level of morale, the morale has been divided into continuous aspect, personal aspect, organizational aspect and social aspect. As a result of the study, it was found that police officers' needs had significant correlation with their morale level. In particular, among the five needs, the need of self-actualization had the strongest influence on the relationship with morale. All of morales had significant correlation with police officers' needs. Among the four morales, the social aspect morale showed the strongest response to the needs of police officers compared to other morales. Based on the result of the study, it can be concluded that police officers' needs have to be reasonably fulfilled in order to improve their morales. In particular, together with the support in terms of the system, it is needed to search for the ways to help them fulfill their needs for self-actualization. Also, as it has a strong correlation with the social aspect morale, the ways need to be searched for enhancing police officers' social role and status in order to improve their morale.

어느 조직에서든지 조직의 목표를 이루기 위해 조직 구성원의 사기를 진작시킬 수 있는 방안을 모색하고 있다. 경찰조직도 마찬가지로 경찰의 목표를 이루기 위해 경찰공무원의 사기진작 방안을 꾸준히 모색하고 있는 상황에서 이 연구는 경찰공무원의 욕구충족과 사기와의 관계를 규명하고자 하였다. 먼저 경찰공무원의 욕구를 매슬로우의 5단계욕구이론에 근거하여 생리적 · 안전 · 사회적 · 존중 · 자아실현 욕구로 구분하였으며, 사기수준의 측정을 위하여 사기를 지속적 · 개인적 · 조직적 · 사회적 차원의 사기로 구분하였다. 연구결과 경찰공무원의 욕구가 사기수준과 유의미한 상관관계가 있는 것으로 나타났으며, 특히 다섯 가지 욕구 중 자아실현 욕구가 사기와의 관계에서 가장 강한 영향력을 보이는 것으로 나타났다. 사기수준에 있어서도 전체적인 사기가 모두 경찰공무원의 욕구와 유의미한 상관관계가 있는 것으로 나타났으며, 특히 네 가지 차원의 사기에서는 사회적 차원의 사기가 다른 차원의 사기보다 경찰공무원의 욕구에 강하게 반응하는 것으로 나타났다. 따라서 이와 같은 연구결과를 감안하면 경찰공무원의 사기를 진작시키기 위해서는 경찰공무원 개인의 욕구충족을 적절히 이루는 것이 중요하며, 특히 자아실현 욕구를 충족할 수 있는 방안모색과 제도적인 뒷받침이 필요할 것으로 사료된다. 또한 사회적 차원의 사기와 강한 상관관계가 있는 만큼 사기를 진작시키기 위하여 사회적인 역할과 위상정립을 긍정적으로 개선시켜나가는 방안이 필요하다고 하겠다.
