This study investigated conditions and problems of criminal investigation information management system of public prosecutor's office as well as police investigators and suggested the application strategies of criminal investigation information management system for reinforcement of investigation capability of violent criminal organization Criminal investigation information management system should be used properly to manage three factors, that is to say, keeping investigation information records, collecting and investigating criminal investigation records, and sharing investigation information, etc. Therefore, the paper suggested as follow: 1) Tentatively named "the comprehensive management system of criminal investigation" should unify criminal investigation management system of organized violence crime. 2) Laws and ordinances of records preservation obligations should be stated clearly to keep investigation information records and to set up optimum IT system and to present incentive payment programs for good recorders. 3) Departments, organizations and committees, etc should be set up to collect and investigate criminal investigation information and to present investigation results by reports and to make plans that could decide on selection and classification standards of criminal investigation information based on investigation results. 4) Criminal information management system should be set up to share investigation information.

이 연구는 조직폭력범죄를 근절하기 위한 대책을 수립하기 위하여 조직폭력전담 검찰수사관과 경찰조사관 대상으로 한 실태조사를 바탕으로 미국, 일본, 독일 등의 수사정보관리시스템과 비교하여 우리나라 수사정보관리시스템의 현황과 문제점을 분석하였다. 연구결과에 의하면, 조직폭력범죄와 관련한 우리나라의 수사정보관리시스템은 법률적 보완의 필요, 보존의무의 부재, 수사기관 내 수사정보공유시스템의 부재, 수사정보 취합․분석시스템의 부재 등의 문제점이 나타났다. 수사정보관리시스템을 제대로 운영하기 위해서 이 연구에서는 수사정보의 기록․보존, 수사정보기록의 취합․분석, 분석정보의 공유라는 세 측면 중 어느 하나라도 소홀히 해서는 안된다는 관점에서 ① 가칭 수사정보종합관리시스템으로 조직폭력범죄 대상 수사정보관리시스템을 마련하는 방안을 제시하는 한편, 그 일환으로 ② 수사정보 기록․보존의무를 법령에 명시하고, 최적화된 전산시스템을 구축하며, 우수 기록자에 대한 인센티브를 지급하는 방안을 제시하고, ③ 수사정보의 취합․분석을 위해서 별도 부서나 기관, 위원회를 설치하여 분석결과를 보고서로 제출하거나 분석결과를 토대로 수사정보 선별․분류기준을 정하는 방안을 제시하며, ④ 수사정보 공유가 가능한 수사정보관리시스템의 구축을 제안하였다.
