The purpose of this study was to examine the regional fertility differentials and local government efforts to solve the problem of low fertility. Major findings of the study were as follows. First, regional fertility differentials are clearly between regions in Korea. Second, department of childbirth support is established all local government. Also in department of childbirth support are lack of dedicated staff and lack of connectivity between the departments. Third, the budget for support the birth rate of metropolitan cities was small compared to the province. And local government's projects are too much and similar. The findings of the study had some policy implications. First, department of childbirth support was should be recruit to dedicated staff and connect to department of women and family policy. Second, the metropolitan cities are must effort to increase child birth rate. Third, the policy of childbirth support is should be reflected the regional characteristics.

본 연구는 지역간 차별 출산력과 지방자치단체의 저출산 문제 해결을 위한 노력을 분석하고 저출산 문제 해결을 위한 정책적 함의를 제시하고자 한다. 분석결과 첫째, 한국사회의 지역간 차별 출산력이 뚜렷하게 나타났다. 둘째, 모든 지방자치단체는 저출산 대응 부서를 두고 있는데 전담인력이 부족하고 부서간 연계성이 미흡했다. 셋째, 예산 규모를 보면 광역시들이 도에 비해 상대적으로 저출산 대응 노력이 소극적이었다. 넷째, 예산규모에 비해 자체사업의 수가 지나치게 많고 유사한 것이 많았다. 정책적 함의는 첫째, 저출산 대응 정책을 담당할 전담인력을 충원하고 조직을 여성 및 가족정책과 연계해서 재편해야 한다. 둘째, 광역시의 저출산 대응 노력을 제고해야 한다. 셋째, 일회성 행사 성격의 사업을 없애고 지역의 특성을 반영한 정책을 개발해야 한다.
