One of the purposes of this study was conducted to identify the roles of full-time administrators in accomplishing the purposes of community associations of social welfare at the aspect of community welfare practice model. And the other one was to find the differences of full-time administrators' roles in attaining goals of the agencies for suggesting ways of improving their effectiveness. For fulfilling the purposes of this study, existing literatures which have had dealt with the notions of structure and management of community associations of social welfare were studied. Also quantitative research on full-time administrators who have been working at the community associations of social welfare was conducted. One of the results of this study was that some roles of full-time administrators of community associations of social welfare, such as facilitator, empowerer, and advocator, should be need to be reinforced. And the other results of this study were that the type of workplace and full-time administrators' socio-demographic variables(gender, age, social welfare field experience, time of recruitment, working period, and administrative district) have statistically significant relations with administrators' roles which may make better or worse the effectiveness of the agencies'.

본 연구는 지역사회복지협의체의 설치목적달성에 관한 상근간사의 역할을 지역사회복지실천모델의 관점에서 알아본 후 지역사회복지협의체의 설치목적 달성수준과 상근간사의 역할 수준에 대한 차이를 분석하고, 이를 토대로 지역사회복지협의체의 설치목적 달성을 위한 효율적인 상근간사의 역할을 제시하는 것이다. 이를 위하여 지역사회복지협의체의 구성과 운영에 관한 연구문헌과 행정문서, 정책보고서 등을 선행연구하고 상근간사를 대상으로 한 설문조사를 통해 양적조사연구를 수행하였다. 분석결과, 상근간사는 지역사회복지협의체의 설치목적의 효율적인 달성을 위해 촉진자의 역할, 권한부여자의 역할, 옹호자의 역할의 비중을 강화해야 하는 것으로 밝혀졌다. 한편, 상근간사의 역할 수준에 가장 큰 차이를 보이는 요인으로는 상근간사의 근무지 형태였으며, 이외에도 성별, 연령대, 사회복지경력, 상근간사의 채용 시기, 근무기간, 행정구역에서 유의미한 차이가 있는 것으로 밝혀졌다. 이를 토대로 상근간사의 역할을 통한 지역사회복지협의체의 발전방향을 제시하고자 한다.
