This study aims at evaluating the voluntarily integrating process of Jeonju and Wanju, which was projected by civil organization, and discussing the future tasks resulting afterwards. While the people who work in the Educational fields make a big voice about integrating the two regions , there are no visible proofs that the integration will have a big effect on both parts. To view the cases of the advanced western country , where they also tried to integrate the local regions, or those of Korea , it is true that the integration has not been implemented as is expected. Yet, if they really need the integration, it should be processed not by the central government's compulsory involvement, but by the local residents' voluntary participation. Even though the voluntary integration project of Jeonju and Wanju propelled by civil organization failed, a variety of discussion matters, which were raised during the integration process, turned the public opinions toward the necessity of the integration and contributed to opening the possibility of integration in the future. If the integration of Jeonju and Wanju is necessary for the welfare of the local people and for the development of the regions, it should be projected under the initiative of the civil organization. However, it should be lead, under the thorough analysis of the problems by making up for the undesirables, toward the integration to be able to complement each other. To achieve it, it is assumed that recovering the appropriateness of the integration by getting rid of the obstacles and keeping the homogeneity are needed. All the efforts for voluntary merging should be practiced under the throughly prepared road-map, and try to get the yield of the political powers blocking the merging process.

본 연구는 최근 전주와 완주의 자율적 통합이 민간추진협의회에 의해 추진된 과정을 평가하고 향후 과제를 논의하는데 목적을 두고 있다. 행정구역의 통합에 관한 학계의 논란이 계속되는 가운데 통합의 효과가 크다는 분명한 증거는 없다. 또한 행정구역의 통합을 시도하였던 서구 선진국의 경험이나 우리나라의 과거 시․군통합의 사례를 보면 통합이 기대수준에 미치지 못한 것도 사실이다. 다만, 통합이 필요하다면 그것은 중앙정부에 의한 인위적이고 강제적인 방법보다는 해당 지역주민의 자발적인 참여에 의해 추진되어야 한다는 것이다. 전주․완주통합민간추진협의회의 자율적 통합이 완주군민의 반대로 무산되었지만 통합과정에서 제기된 통합의 찬․반의 쟁점들은 통합여론을 확산시키는데 기여하였다. 전주․완주의 통합이 진정 지역주민의 복리와 지역발전에 필요하다면 그것은 민간추진협의회의 주도적인 계획 하에 통합 활동이 계속되어야 할 것이다. 다만, 기존의 민간추진협의회가 안고 있는 문제점을 철저하게 분석하여, 미비점은 보완하고 전주와 완주가 상생하는 방향으로 통합을 이끌어가야 할 것이다. 이를 위해서는 통합의 걸림돌이 되어왔던 진정성을 회복시키면서 동질성을 확보해 나가야 할 것이다. 완주군의 우려를 불식시키기 위한 통합시의 비전을 마련하는 것은 물론 상생협력을 위한 투자사업의 발굴해 나가는 것도 필요하다. 자율적 통합을 위한 모든 노력은 철저하게 준비된 로드맵에 따라 추진되어야 하며, 통합을 가로막는 정치세력의 기득권의 양보를 얻어내는데 최선을 다하여야 할 것이다.
