This study aims to analyze how the leadership of police district captain affects organization effectiveness and organizational commitment/job satisfaction as well as the correlation among public order outcome. There are many researches regarding leadership, but this study targets the
transforming/transactional leadership of B. M. Bass. Transactional leadership and transforming leadership are presented as leadership type of district captain for the independent variable, and organization effectiveness and public order outcome are presented for the dependent variable. To accomplish the purpose of study, it is developed in the method of starting from the existing theoretical system to establish hypothesis, and verifying the hypothesis through empirical
analysis. This research examined and analyzed theories about leadership through theoretical study, and deduced components of transactional leadership and transforming leadership. Based on the deduced components as well as relative theories and precedent studies, it examines how they affect organizational commitment, job satisfaction and public order outcome, which
are organization effectiveness. Then it designed a research framework and deduced a hypothesis, and applied the method of empirical analysis using specific sources of experience.

본 연구는 지구대장의 리더십이 조직효과성과 조직몰입․직무만족에는 어떤영향을 미치는지와 치안성과 간의 상관관계를 분석하고자 한 것으로 리더십에 관해서는 수많은 연구들이 있지만, B. M. Bass의 변혁적․거래적 리더십을 연구대상으로 하였다. 이를 통해 독립변수인 지구대장의 리더십 유형으로 거래적리더십, 변혁적 리더십을 제시하였으며, 종속변수로 조직효과성과 치안 성과를 제시하였다. 연구의 목적을 달성하기 위하여 기존의 이론체계로부터 출발하여 가설을 설정하고, 실증분석을 통해 가설을 검증하는 방법으로 전개하였다. 이를 위하여 본 연구는 이론적 고찰을 통하여 리더십에 관한 이론을 검토․분석하여, 거래적 리더십과 변혁적 리더십의 구성요소를 도출하였다. 도출된 거래적 리더십과 변혁적 리더십의 구성요소를 바탕으로 조직효과성인 조직몰입․직무만족․치안성과에는 어떠한 영향을 미치는지를 관련 이론 및 선행연구를 바탕으로 검토하여 연구모형을 설계하고 연구가설을 도출하여 경험세계의 구체적 자료를 이용하여 실증 분석하는 방법을 적용하였다.

    본 학회는 자치경찰이 시행되어야 하는 당위성을 자치경찰이 시민 가까이에서 범죄예방 활동을 하고 교통질서를 유지하면서 시민의 생명과 재산을 직접지켜야 한다는 자치경찰 본래의 목적을 달성하는데 조금이나마 학문적으로 기여하고자 설립되게 됐다. 본 학회는 특히 자치경찰 이념에 입각하여 유럽의 자치경찰 사례를 바탕으로 향후 우리나라 전역의 기초자치단체에서 시행되게 될 자치경찰제를 자치경찰조직, 자치경찰인사, 자치경찰재무측면에서 집중연구하기 위해 설립되었음을 밝혀둔다. 또한 자치분권제도에 관해서도 집중 연구함을 목적으로 한다.
