This paper aims to develop new index to measure the level of consciousness of veterans and patriots through polishing the past tool. Ministry of Patriots and Veterans Affairs have used it since 2004. But there were somewhat weak points in the tool. Thus, this research tries to develop the index based on the integrated character and 4 components model which utilized the theoretical tool to measure morality in moral education. New index has good merit in of gathering political opinions and at the same time can satisfy academic trends. In order to secure rigid status of the tool, there is still task to spread information and superiority of it toward much more scholars who need to much deeper research.

이 논문은 우리나라 국민들의 국가보훈의식을 계량화하기 위한 지수를 개발하는 데 그 목적이 있다. 이 국가보훈의식지수는 일찍이 국가보훈처에서 개발하여 2004년부터 적용해오고 있었으나, 시의성 뿐 만 아니라 문항구성 원리 측면에서 취약성이 노정되어 개선의 필요성이 제기되었다. 이에 본 연구는 도덕교육의 도덕성 측정을 위한 이론적 도구를 활용하여 인지, 정의, 행동적인 통합된 인격 개념과 4구성요소 모형에 근거하여 국가보훈의식지수를 개발하게 되었다. 각기 보훈인식지수, 보훈정서지수, 보훈실천지수가 있으며, 이를 통합하는 보훈통합지수가 있다. 새로운 국가보훈의식지수는 정책적인 여론수렴과 인식의 지수화를 동시에 구성하여 정책성과 학술성을 동시에 충족할 수 있는 장점을 가지고 있다. 다만 관련 학계저변의 광범위한 지지를 확보하기 위해서는 통계네트워크를 체계화하고 관련학계와의 교류를 적극적으로 확대해 나가는 등의 부가적인 노력이 필요하다.
