The study is to suggest the political reality of the social welfare for the disabled for In-Home mental retardation 18 year old or the older adults and the political perspective of the social welfare on the value-critical approach of Chambers. For this, first, it is to suggest the political factor of Chambers(2000), that is for adult, such as 1)the political goal and expectation, 2)the qualification of receiving, 3)the kinds of service, 4)the financial resources, 5)the delivery system; second, through these factors, to suggest The political perspective of the social welfare for the disabled for In-Home mental retardation adults.

본 연구는 가정에서 거주하는 만 18세 이상의 지적장애 성인에 대한 장애인 복지정책의 현황과 타당성을 가치 비평적 접근을 중심으로 분석하고, 이를 토대로 지적장애 성인에 대한 장애인 복지정책방안을 제시함에 그 목적이 있다. 이를 위해 첫째, 챔버스(Chambers 2000)가 제시한 정책 분석 요소로서, 지적장애 성인과 관련한 1)장애인 복지 정책의 목적과 목표, 2)수혜자격, 3)서비스유형, 4)재원지원, 5)전달체계를 가치비평적 관점에서 분석하고 둘째, 이를 토대로 전개되어야 할 재가 지적장애 성인 대상의 장애인 복지 정책 방안을 제시하였다.
