The purpose of this thesis is to research empirically the efforts of U.S. Political Fund Act to secure transparency, and through it, to suggest alternative solution to enhance openness and transparency of political fund in today’s Korea. External dependency of political fund has exposed quite a few problems in real politics. As regards political fund, the two basic axes, i.e. smooth raising of political fund and securing of transparency, should maintain mutual harmony and balance on institutional basis as well. The Political Fund Act of Korea has endeavored to improve and develop domestic election and political culture by undergoing several amendments, and thus it is evaluated as institutionally advanced one compared to the past. However, the current disclosure policy of political fund is evaluated as one involving difficulty to realize the aim of securing transparency of political fund. Also, the existing Act of Restriction on Spending for Election raises concern that it may prejudice people's right to know and function as a policy in favor of the incumbents. As a result of this study it appeared that from the viewpoint of political fund disclosure and transparency, the current system has not reached satisfactory level in “easiness of access” and “timeliness of information.”

본 논문은 미국 정치자금법의 투명성 확보 노력을 경험적으로 살펴보고 이를 통해서 현행 한국 정치자금의 공개와 투명성을 높이기 위한 대안을 제시하는데 연구목적이 있다. 정치자금의 외부의존성은 현실정치에 있어 적지 않은 문제점을 노출시키고 있으며, 정치자금은 정치자금의 원활한 조달과 투명성 확보라는 2개의 기본축이 제도상으로도 서로 조화와 균형을 이루어야 할 것이다. 현행 정치자금법은 여러 차례의 개정을 통해 정치자금의 투명성을 확보하여 한국 선거와 정치문화를 개선하고 발전시키고자 노력 하였고 제도적으로도 진일보 한 것으로 평가된다. 하지만 현행 정치자금 공개제도는 정치자금의 투명성 확보라는 취지를 달성하는 데는 어려움이 있는 것으로 평가되고 있다. 또한 현행 선거비용 제한법은 국민의 알 권리를 침해하고 현직자를 보호하는 정책으로 작용할 것으로 우려가 제기되고 있다. 연구결과 정치자금 공개의 투명성이라는 관점에서 볼 때 “접근의 용이성”과 “정보의 시기 적절성”에는 만족할 만한 수준이라 할 수 없는 것으로 나타났다.
