Discussion of political reform in the digital society should be differently approached from that of industrial society. Women and young people who had been excluded from participation in the past could be attracted to the center of politics by use of Internet network. Especially social media network based on Web 2.0 technologies facilitates a flexible and horizontal network structure in which cooperative political participation and knowledge production are actively spread. This phenomenon causes a significant shrinking of political party and congress which has been traditionally responsible for the function of political representation. In this paper, we propose reform measures for political party in the digital age. To accomplish this, firstly, the characteristics of the citizens in the digital age and their political communication style are examined. Next, we discuss about crisis of political parties and their changes under the digital environment. We explain crisis of political parties caused by the spread of the digital environment focusing on organization, structure and function of political parties. Measures of reform for political parties to enhance the transparency and accountability will be discussed at at three aspects of information provision, policy suggestion, and policy evaluation.

디지털 사회의 정당개혁 논의는 산업사회의 그것과는 다른 방향에서 접근해야 한다. 인터넷 네트워크는 그동안 참여에서 배제되었던 여성 및 젊은 층을 정치의 한 가운데로 끌어들였다. 특히 소셜 미디어 네트워크의 기반이 되는 웹 2.0 기술 기반은 유연하고 수평적인 네트워크 구조를 형성함으로써 협력과 공유를 통한 참여 및 정치적 정보의 생산, 확산을 가능케 한다. 이러한 현상은 전통적으로 대의 기능을 담당했던 정당 및 의회의 기능이 상당히 위축되는 결과를 초래한다. 본 논문은 디지털 시대의 정당개혁 방안을 제시하고자 한다. 이를 위해 우선 디지털 시대 시민의 특성과 이들의 정치적 소통방식에 대해 살펴본다. 다음으로 디지털 정치환경 하에서 겪는 정당의 위기와 변화에 대해 살펴 본 후, 디지털시대 정당개혁의 방안을 제시할 것이다. 정당 위기의 원인을 디지털 환경의 확산에 따른 정당의 조직, 구조, 기능의 변화를 중심으로 분석한다. 정당의 투명성과 책임성을 제고하기 위한 정당개혁의 방안은 정보 제공과 정책 제시 그리고 정책 평가 세 가지 측면에서 살펴본다.
