This paper examines voluntary organizations are managerial structure reinforcing the norm of reciprocity, making possible the pooling of resources based on the reciprocity principle. Voluntary organizations present some features in terms of ownership, decision-making procedures and accountability facilitating collective action oriented towards public or mutual interest. Voluntary organizations are able to mobilize the resources from market operations, governmental subsidies, or from reciprocity(volunteering, donations). Voluntary organizations' managerial structure allows them to mitigate coordination failures and remain comparatively more efficient than other organizational forms. However, voluntary organizations may be subject to governance failure. With this paper identifying the voluntary organizations' features, it seeks to search the programs how the third sector social enterprises activate these features with priority given to voluntary solidarity and reciprocity without totally depending on the government and market.

이 논문에서 자발적 조직은 호혜성을 강화하는 운영구조이며, 호혜성의 원칙에 기초한 자원의 공동출자를 가능하게 하며, 자발적 조직은 공식적 목표, 오너십, 의사결정 절차, 책임, 공익이나 상호이익으로 정해진 집단적 행동을 용이하게 하는 몇 가지 특징을 나타낸다. 그리고 자발적 조직은 시장, 정부 지원, 호혜성(자원봉사, 기부)으로부터 자원을 동원하고, 이에 따른 자발적 조직의 운영구조는 통합 조정의 실패를 감소시켜주며 다른 조직의 형태들보다 더 효과적이다. 그러나 자발적 조직은 관리 실패가 일어날 수도 있다. 이러한 자발적 조직의 특성을 확인함으로서, 제3부문형 사회적 기업이 정부, 시장에 대한 의존 없이 자발적 연대와 호혜성을 중심으로 하는 자발적 조직의 특성을 살릴 수 있는 방안은 무엇인지 모색하고자 한다.
