This study tried to find out empirically what kind of practical efforts have been extended to strengthen identity and citizenship of European Union (EU). For that purpose, analysis was conducted on citizenship education of EU by referring to the Networking European Citizenship Education (NECE) which was jointly established by the Federal Agency for Civic Education of Germany and the citizenship educational institutions in EU to build up citizenship education of Europe and ‘identity of Europe'. Integration of Europe has not been promoted to realize short-term economic interests of member countries. Rather it is a huge project of constructing long-term political community. In constructing such political community, the key task for integration is to build cultural homogeneity. NECE together with joint education policy of EU will enable to experience cultural diversity and contribute positively to spreading perception on ‘European citizenship.’ Through such process, citizens of EU will gradually perceive themselves as European, and instead of maintaining national identity they will establish multi-layered identity that internalizes European identity. Hence, EU has kept on increasing budget, manpower, movement and exchange organizations for joint educational policy and citizenship education, and such rising trend is expected to continue in the future.

본 연구는 유럽연합의 정체성과 시민성을 강화하기 위하여 실질적으로 어떠한 노력이 전개되고 있는지 경험적으로 살펴보고자 하였다. 이를 위해 독일연방정치교육원과 유럽연합 내의 시민교육기관이 공동으로 유럽의 시민교육과 ‘유럽 정체성’ 강화를 위한 목적으로 설립한 유럽시민교육네트워킹(Networking European Citizenship Education, NECE)통해서 유럽연합의 시민교육활동을 분석해보았다. 유럽통합은 단기적으로 자국의 경제적 이익을 실현하기 위해 추진하는 것이 아니라 장기적인 정치공동체를 건설하는 거대한 프로젝트이다. 이러한 정치공동체를 만들어가기 위해서는 문화적 동질성을 만들어 가는 것이 통합의 핵심과제이다. 유럽연합의 시민교육네트워크와 공동교육정책은 문화적 다양성을 경험하게 하고 ‘유럽시민권’에 대한 의식을 보급하는데 긍정적으로 기여 할 수 있을 것이다. 유럽연합의 시민은 이러한 과정을 통해서 자신을 점차 유럽인으로써 인식하게 되면서 국가정체성을 유지하는 대신에 유럽정체성을 내면화하는 다층 정체성을 확립하게 될 것이다. 따라서 유럽연합은 공동교육정책과 시민교육에 대한 예산, 인원, 이동 및 교류 기관 등을 더욱 확대시켜 왔고 앞으로도 계속 확대되어질 것으로 전망된다.
