The purpose of the study is to suggest new directions for school autonomy policies of current government. For the purpose of the study, the researcher examined theories of school-based management and school autonomy policies of current government. Theories of school-based management was the criterion of the analysis. The result of the study suggest that current policies seem to be focused on peripheral issues for autonomous school management, so the government and district office should transfer discretion on central and important areas of school management to local schools. Second, current policies mainly focus on the role of principals, but if school autonomy policies come to be truly effective, the role of school council should be expanded. Thus, it needs to be taken some measured for stabilizing the role of school council. Also there needs to be taken some actions to increase the understanding of school council itself and roles of participants. Third, school autonomy is always accompanied by accountability of local schools, but current policies seem to be neglected on accountability system. Thus, some measures should be taken to evaluate local schools and concrete shape. Finally, current autonomy policies are inconsistent and contradicted with other educational policies and school reform should be a process, not an event. Thus current policies should be changed to make correspond with school autonomy policies.

학교의 자율권을 최대화하려는 수단으로 학교 공동체라는 개념이 제시되었던 15.31 교육개혁안에서와 마찬가지로 현 정부 들어서도 자율화와 분권화를 위한 노력은 계속되고 있다. 이에 본 논문에서는 학교 자율경영제(SBM)의 이론에 근거하여 현 정부에 들어와서 이루어지고 있는 학교 자율화 관련 정책을 평가하고, 이들이 소기의 목적을 달성할 수 있도록 하기 위한 방안 및 시사점을 탐색하였다. 그 결과는 다음과 같다. 첫째, 학교 운영과 관련된 핵심적이고 중요한 영역에 대한 권한이 단위학교로 이양되어야 한다. 둘째, 역할 조정 및 이해, 그리고 학교운영위원회가 소기의 역할을 수행할 수 있도록 하기 위한 방안 마련이 필요하다. 셋째, 책무성 평가 상의 변화 및 평가 영역에 대한 구체화 노력이 필요하다. 끝으로, 체제적 개혁(systemic reform)의 차원에서 학교 자율화 정책이 추진되어야 한다.
