This thesis is a contemplation on how a new relationship can be established between Korea, Japan, and Korean Japanese (Koreans in Japan), featuring connections between Hallyu (Korean-wave) phenomenon and Korean Japanese. Japan, as the fastest nation in achieving industrialization in Asia, have had a sense of supremacy over other asian countries. But regarding current Hallyu fever in Japan, a researcher need more multi-dimensional approaches to understand each positions of three parties. Firstly, it can be perceived that Japanese has changed their awareness and understanding of Korea through favorable consumption of Korean popular culture in Japan. On the other hand,
the existence of Korean Japanese are being continuously ignored despite of the absorption of Hallyu, and the discrimination problem lasted from the history of Japanese colonialism are being digged down under the fever of Han-rye and are being forgotten. In that perspective, Korean Japanese have complicated feelings about Hallyu. And past fault of Korea should be pointed out on that it has acted as mere a spectator to compatriots in Japan. It goes without saying that good qualitative contents are necessary in culture interchanges for building a new relationship between Korea, Japan, and, Korean Japanese. Furthermore, while adoption of interactive media through collaborative cooperations of Korea-Japan or Korea-China-Japan, is becoming the strongest alternative in future, greater role of Korean Japanese can be expected especially in human resource exchanges and their utilization as subject matters of cultural contents can
be considered also. Above all, the Korean government should give away its spectator's attitude and make its real efforts to improve discrimination problems of Korean Japanese with compatriotic recognitions.

본 논문은 일본에서의 한류 현상과 재일코리언과의 관계에 주목하여 한류를 통한 한국과 일본, 재일코리언의 새로운 관계구축에 대하여 고찰한 것이다. 일본은 아시아에서 근대화를 가장 빨리 이룬 나라로서 아시아에 속해 있으면서도 다른 아시아 국가에 대해 우월하다는 인식을 가지고 있었다. 그러한 일본에서의 한류 열풍을 통해 좀 더 다각적인 측면에서 한국, 일본, 재일코리언의 입장을 살펴보았다. 먼저,
한국의 대중문화가 일본에서 호의적으로 소비되는 현상을 통해 일본인들의 한국에 대한 인식에 변화가 있음을 알 수 있었다. 반면에, 가장 가까운 한류의 주체라고 할 수 있는 재일코리언의 존재는 일본인들의 한류를 수용하는 데에 인식되지 않는다는 점과, 일본의 식민주의 역사와 연계되어 계속적으로 차별을 받아 온 문제들이 오히려 한류의 열풍 속에 묻혀 가는 상황이 되었다는 점 등을 지적하였다. 그러한 점에서 일본땅에서 한류를 경험하는 재일코리언들은 복잡한 시선으로 한류를 바라보고 있음을 알 수 있었고, 거기에는 한국이 같은 동포인 재일코리언들에 대해 방관자의 자세로 일관해 온 과거의 잘못을 지적하지 않을 수 없을 것이다. 이러한 한국과일본, 재일코리언의 새로운 관계구축을 위한 한일 간의 문화
교류를 생각해보면, 진정한 문화교류를 위한 양질의 국내 문화콘텐츠 창출이 무엇보다 시급하다고 할 수 있다. 또한, 한일 합작, 한중일 합작을 통한 상호 미디어의 수용이 앞으로의 대안이라고 할 때에 인적교류에 있어서 재일코리언들에게 커다란 역할을 기대할 수 있으며, 한류의 문화콘텐츠 소재 면에 있어서도 재일코리언의 활용을 생각해 볼 수 있다. 그리고 무엇보다 한국은 방관자적인 자세를 버리고 진정한 동포의식을 가지고 재일코리언에게 관심을 가져야 하며, 정부는 지속적으로 재일코리언의 차별의 문제를 개선할 수 있도록 힘써야 할것이다.
