The purpose of this study is to research directions of development in the elementary social studies curriculum in the 2009 Revised Curriculum, based on main issues that have been discussed and expressed as conflicts during the development of the elementary social studies curriculum. In order to develop a better elementary social studies curriculum, first, it is needed to establish desirable relations between the general and the particular in social studies. Although development is not possible without effects of the general side, the basic characteristics and purposes of social studies should be maintained during the development. Second, because the ultimate purpose of social studies is to foster quality of desirable democratic citizens, or citizenship, it is needed to establish a conception of citizenship responding to the 21st century? knowledge-information-oriented society and then based on it, to present contents and educational methods of the elementary social studies. Third, it is needed to present a social studies curriculum in more detail than the existing one and one document of curriculum into which a nation-level curriculum document and curriculum manual are integrated. Fourth, the 2009 Revised Curriculum should present measures of practical methods of integration in order to recover the essence of elementary social studies. Fifth, it is needed to establish purposes and to construct contents of elementary social studies with which the merits of grade cluster and subject cluster, characteristic of the 2009 Revised Curriculum, can be promoted and practiced effectively. Finally, it is needed to organize a conference of development of an elementary social studies curriculum and textbooks in order to develop desirable a social studies curriculum and textbooks as well as to establish research institutions to conduct the development.

본 논문은 초등 사회과 교육과정을 개발할 때 나타난 그 동안 논의되고 갈등으로 표출된 주요 쟁점들을 중심으로 2009 개정 초등 사회과 교육과정의 개발 방향을 탐색하는데 있다. 지금보다 더 좋은 사회과 교육과정이 개발되기 위해서는 첫째, 총론과 각론(사회과)의 바람직한 관계 설정이 필요하다. 즉, 총론의 영향을 받지 않고 개발할 수는 없지만, 사회과의 기본적인 성격과 목표는 변함없이 유지되는 방향으로 개발되어야 한다. 둘째, 사회과의 궁극적인 목적이 바람직한 민주 시민의 자질, 즉 시민성의 육성이므로 21세기 지식 정보화 사회에 부응하는 시민성의 개념을 정립하고 이것을 토대로 사회과 교육 내용과 교육방법 등이 제시되어야 한다. 셋째, 사회과 교육과정을 현행 교육과정보다 상세하게 제시하고, 국가 수준의 교육과정 문서와 교육과정 해설서를 통합하여 하나의 교육과정 문서로 제시하여야 한다. 넷째, 2009 개정 초등 사회과 교육과정은 사회과 교육의 본질이 회복될 수 있도록 실질적인 통합 방안(개념 중심, 사회문제 중심, 스트랜드 중심 등)을 제시해야 한다. 다섯째, 사회과 교육내용은 최소필수 학습내용과 학습요소를 중심으로 교육과정을 구성해야 한다. 여섯째, 2009 개정 교육과정의 특징인 학년군과 교과군의 장점을 살리고 효과적으로 실현할 수 있는 사회과 목표 설정과 내용 구성이 이루어져야 한다. 끝으로 바람직한 초등 사회과 교육과정 및 교과서 개발을 위한 초등 사회과 교육과정 및 교과서 개발 협의회 구성, 더 나아가 이를 효과적으로 수행할 수 있는 연구기관이 설립되어야 한다.
