This study aims to suggest plan for establishing municipal police system. For this study, patterns of foreign police system were compared. Patterns were classified into centralized pattern, decentralized pattern and integrated pattern. In the nation of decentralized police system, it was examined the case of America and Canada. In the nation of centralized police system, it was examined the case of France, Italy. In the nation of integrated police system, it was examined the case of England and Japan. The result from this study there in no nation which operate single system. SO Korea ought not to stick to centralized Police System, for the improved police service, it need to be find a compromise between centralized pattern and decentralized pattern.

본 연구에서는 중앙집권형 경찰체제를 유지하고 있는 한국에 자치경찰제를 정착시키기 위한 방안을 제시하는 일환으로 선진 외국의 경찰시스템을 경찰체제 유형별로 분류하여 비교 · 고찰 하였다. 이를 위해 경찰체제를 지방분권형, 중앙집권형, 통합형 경찰체제로 분류하였으며, 각 체제를 대표하는 국가의 경찰시스템을 검토하였다. 지방분권형 경찰체제 국가에서는 미국과 캐나다, 중앙집권형 경찰체제 국가에서는 프랑스와 이탈리아, 통합형 경찰체제 국가에서는 영국과 일본을 검토하였다. 그 결과 순수한 한 가지 체제만을 운영하는 국가는 없었으며, 각기 다른 체제의 특성을 가미하여 치안행정을 펼치고 있었음을 알 수 있었다. 따라서 한국도 중앙집권형 체제만을 고수하기 보다는 지방분권형 체제의 이념 및 원리를 절충했을 때 치안서비스가 더욱 향상될 수 있다. 또 외국의 사례비교를 통하여 한국의 현실에 맞는 자치경찰 시스템을 제시할 수 있었다.
