The stream of globalization on its rapid progress in many areas such as economy, industry, and science makes the classification of nations meaningless any more and shows the tendency different from the past. The stream of this globalization changed human living into not only variety and abundance, but also rapid increase in various problems and dangers. Especially, it expands terrorists' scope of activities, various in reasons and means, into all of the world. That is, terrors which seemed to occur mostly in the Middle East have a tendency to establish international terror networks, and increased probability of linkage with drug organizations in order to secure funds, and various terror targets change terror circumstances greatly. Changed globalization and terrorism traits make terrorism a great concernment and usual factor even to general people, but an effective means to face terrorists effectively are not prepared. This thesis analyzed the traits and trends of changed terrorism and presented expects and countermeasures as followings. First, nations have to strengthen cooperative systems to face international terror networks due to the possibility of terror organizational changes. Second, airports and harbours have to strengthen the exit and entry, and investigation organizations and immigration offices have to cooperate each other. Third, it is necessary to observe Arabian and Islamic persons under suspicion, and also to consider the aspect of unity and assimilation. Fourth, there is a possibility for terror targets and methods to be changed. So, related agencies have to publicize through media, distribute national recognition, prepare related laws, and strengthen regulations.

경제, 산업 및 과학 등 모든 분야에서 빠르게 진행되고 있는 세계화의 흐름은 국가 간의 지리적 구분을 더 이상 의미 없게 만들었으며, 그 규모와 다양성 또한 과거와는 다른 양상을 보이고 있다. 이러한 세계화의 흐름은 인류의 삶을 보다 다양하고 풍요롭게 변화시켰을 뿐만 아니라 다양한 문제와 위험 또한 급속하게 증가시켰다. 특히, 테러리스트의 활동 범위를 전 세계적으로 확산시키고 있을 뿐만 아니라 테러의 이유와 수단이 매우 다양화되었다. 즉, 중동지역 등 특정 지역을 중심으로 발생하던 테러는 국제적인 테러 네트워크를 형성하는 경향을 보이고 있으며, 테러자금의 확보를 위한 마약조직과의 연계 가능성 증가, 테러 목표와 방법의 다양화 등 테러환경을 크게 변화시키고 있다. 세계화와 테러리즘의 특징 변화로 인해 테러리즘은 일반 국민들에게까지 최대의 관심사이자 일상적인 요소가 되었음에도 불구하고 테러리스트들에게 효과적으로 대응할 수단이 제대로 마련되지 못하고 있는 실정이다. 본 연구는 이러한 테러리즘의 변화하는 속성과 발생 추이를 분석한 후 이에 대한 전망과 대안을 다음과 같이 제시하였다. 첫째, 테러조직의 변화 가능성으로 인한 국제 테러 네트워크에 대비하기 위해서는 국가 간 테러 대응 공조체제를 강화해야 할 것이다. 둘째, 테러조직의 자금 마련 확보를 위한 테러재정의 변화 가능성에 대비하기 위해서는 공항만의 출입국 통제를 강하하며 출입국사무소와 수사기관과의 협조가 이루어져야 할 것이다. 셋째, 알 카에다와 이슬람 과격 세력이 국제 테러를 주도하면서 민족과 종교적 갈등에 따른 테러의 지속 가능성에 대비하기 위해서는 아랍계 이슬람들의 요시찰 인물에 대한 예의 주시와 동시에 더불어 살 수 있는 통합과 동화라는 측면도 고려해야 할 것이다. 넷째, 테러목표와 방법의 변화 가능성이 예상되는 바, 관계당국은 언론매체를 통한 홍보와 국민들의 인식을 확산시키며 나아가 관련 법제를 마련하여 규제를 강화해야 할 것이다.
