In June of 1880, Choson government dispatched Kim Hongjip as the 2nd Susinsa, Special Envoy to Japan and ordered to collect information like context of enlightenment policy, development of advanced skill, and ambition of Japan to invade Choson. But the dispatch of the 2nd Susinsa had a meaning inspect of concluding treaty with western great Powers. The chance had arisen from Choson chaengnyak written by Hwang Jun Heon carried by Kim Hongjib returning from Japan observation. In Choson chaengnyak, Qing's official Hwang Jun Heon recommended Choson to enforcement of suzerainty on Qing and treaty wth U.S. Qing had a plan to resolve its foreign crisis by drawing into Choson. At that time Qing had drawn U.S. as a Russia's counterpart to prevent Russia downward policy. Qing also wanted to make arise its authority fallen by Western Powers by Choson's admitting as a subjective country of Qing. Choson's enlightenment intellectuals had understood the Choson-U.S. treaty suggested in Choson Chaengnak as an Empowerment Policy accepted by the small country, Choson. This might be a natural to Go-Jong and enlightenment elites, who had pursued an enlightenment policy to make Choson as a wealth and power country. Choson had a purpose to overcome foreign crisis by treaty with U.S. They, especially, had understood Choson-U.S. Treaty as a Balance of power by a International Law, and a best method to accomplish at that time. In Choson chaengnyak, it was found that the strategy of preventing Russia had emphasized coalition of local consciousness of community in East Asia; Qing, Choson, and Japan. It could not find in a traditional era that Qing, having pride as a center of world and Asia, had emphasized regional relationship with geological neighboring. Entering the modern time, especially overseeing Russia downward policy, Qing emphasized Choson to make close relationship on local consciousness with it, and conclusion of an ally with Japan casting away doubts. It had been also suggested that establishing diplomatic relationship with U.S. by regionalism located in Atlantic Ocean between Japan. Among three country in East Asia; Qing, Japan, and Choson, already had a consensus of opinion about restraining from Russia's downward. As this, it can be figured out that after modern times, three country; Qing, Japan, and Choson, had newly recognized East Asia as 'Local Community', and corresponded to coming of Russia and other Western Powers.

1880년 6월 조선정부는 수신사 김홍집 일본 파견은 이후 서구열강과의 조약 체결로 이어진다. 그 계기를 마련해 준 것이 黃遵憲이 저술한 󰡔朝鮮策略󰡕이다. 󰡔조선책략󰡕에서 黃遵憲은 조선에 청의 宗主權 강화와 미국과 조약 체결을 권하고 있다. 당시 청은 러시아의 남하를 막기 위해 미국을 끌어들인 것이다. 그리고 서양 열강에 실추된 청의 위신을 세우기 위해서 조선이 청의 속국임을 인정하도록 만들고자 했던 것이다. 그러나 조선의 개화지식인들은 미국과의 수교 체결을 소국인 조선이 취할 수 있는 자강책으로 이해하였다. 이는 조선의 부국강병을 목적으로 개화정책을 추진하던 고종과 개화지식인들에게는 당연한 것이었을지 모른다. 특히 그들은 미국과의 수교 체결을 萬國公法에 의거한 均勢之法으로 이해, 조선이 당시 취할 수 있었던 최선의 방법이라고 여겼던 것이다. 그리고 󰡔조선책략󰡕에서는 러시아를 방어하기 위한 책략으로 淸∙ 朝∙ 日 동아시아 3국의 ‘지역공동체적’ 연대의식을 강조하고 있다. 세계의 중심으로, 아시아의 중심으로 자부하고 있었던 청이 지리적 近接性을 들며 지역연대를 강조하는 것은 전통시대에서는 볼 수 없었던 것이었다. 그러나 러시아의 남하정책을 목격하면서 청은 조선에게 ‘지역의식’을 내세워 청과의 친밀, 일본에 대한 침략 의구심을 떨쳐야 한다며 일본과 盟約을 체결을 강조하고 있는 것이다. 나아가 미국까지도 일본과 대서양을 사이에 두고 있는 지역주의로 연결시켜 수교 맺을 것을 권하고 있다. 중국, 조선, 일본을 중심으로 하는 아시아 ‘지역’의식은 러시아를 방어하며 ‘중국’을 보전하기 위해 강조되었던 것이지만 근대 이후 동아시아 3국은 그 어느 때보다도 동아시아 ‘지역공동체’를 새롭게 인식하며 서양열강의 진출, 러시아의 남하에 대응하고자 하였다.
